Job Description:
The Payroll & Leave Administrator performs payroll and leave administration for the University. The role includes general administrative support, employee verification, classification and compensation, multiple employment administration, flexible work arrangements, external employment compliance, staffing actions, employee relations, and event administration.
- Act as primary liaison between Texas A&M University-Texarkana and Texas A&M University (TAMU) for shared services payroll and tax compliance.
- Promptly review and approve bi‑weekly and monthly departmental payroll reports; ensure staff time‑entry deadlines are met.
- Run payroll and related leave reports; implement payroll corrections and enter Payroll Cost Transfers (PCTs) as appropriate.
- Reconcile payroll accounts with the accounting department and assist with discrepancy resolution.
- Generate payroll/leave reporting, including Teacher Retirement System (TRS) monthly reporting and annual emergency leave reports.
- Comply with tax processes for hiring foreign nationals and administer payroll deduction programs (Save for Summer, PSC memberships, charitable contributions).
- Set up Border City Exemption provisions, troubleshoot tax compliance issues, and coordinate student FICA exemption processes.
- Train and assist HR contacts and supervisors on time entries, approvals, payroll schedules, and reports.
- Administer FMLA, ADA, Sick Leave Pool/Donation, Family Leave Pool, and Leaves of Absence.
- Process paper checks, promote direct deposit, and maintain payroll and leave webpages.
- Provide guidance on payroll and leave programs, policies, and practices.
- Contribute to strategic HR initiatives and process improvement efforts.
- Recommend classification and compensation for positions and conduct salary surveys for faculty and staff.
- Review employment verification requests (state service, Public Service School Loan Forgiveness).
- Participate in cross‑training of HR functions and attend HR meetings and training sessions.
- Support onboarding and other HR processes in Workday.
- Knowledge of Texas payroll, leave, classification, and compensation administration.
- Strong understanding of FMLA, FLSA, ADA, payroll systems, and automated HR tools.
- Problem‑solving, service delivery mindset, and proactive communication.
- Proficiency in Workday, advanced Excel, forms development, word processing, and spreadsheets.
- Ability to maintain confidentiality, multitask, and work cooperatively.
- Bachelor’s degree in an applicable field or equivalent combination of education and experience.
- Two years of related experience.
- Master’s degree in a related discipline from an accredited institution.
- Specialized HR training and/or certification.
- Three or more years’ experience in payroll administration.
- Experience with automated Payroll/Leave/Human Capital Management systems.
- Occasional travel and work beyond normal business hours.
- Ability to maintain confidentiality.
- Excellent communication, analytical, interpersonal, and organizational skills.
This position may supervise employees.
