Position SummaryThe Unexploded Ordnance Quality Control Specialist (UXOQCS) is responsible for implementing and overseeing all quality control (QC) aspects of Munitions and Explosives of Concern (MEC) operations in accordance with Department of Defense (DoD), U.S. Army Corps of Engineers (USACE), and applicable regulatory requirements.
Essential Duties and Responsibilities- Serve as the on-site Quality Control Specialist for UXO/MEC operations.
- Develop, implement, and maintain the project Quality Control Plan (QCP).
- Conduct daily QC inspections of field operations, including:
- Surface clearance
- Subsurface investigations
- Intrusive anomaly excavations
- Sifting and screening operations (if applicable)
- Verify proper use, calibration, and functionality of geophysical detection equipment.
- Ensure compliance with: USACE EM 385-1-1, DoD Explosives Safety Standards (DDESB TP 18), Approved Work Plans and SOPs.
- Review and approve field documentation including daily production reports, digital geophysical mapping (DGM) data, anomaly logs and excavation records.
- Monitor personnel qualifications and certifications to ensure compliance with DoD UXO personnel requirements.
- Conduct QC checks on grid layouts and positioning (GPS/Survey), instrument verification strips/test lanes, and data quality and anomaly selection criteria.
- Identify, document, and track deficiencies; implement corrective actions.
- Coordinate with the Site Safety and Health Officer (SSHO) to ensure safe execution of operations.
- Participate in daily tailgate safety briefings and planning meetings.
- Interface with government representatives (USACE, DoD) and support audits/inspections.
- Ensure proper documentation and accountability of MEC and material potentially presenting an explosive hazard (MPPEH).
- Support preparation of final reports and project closeout documentation.
Minimum Qualifications:
- Must meet DoD UXOQCS certification requirements per DDESB TP 18.
- Graduate of a recognized UXO Technician III school.
- Minimum of 7‑10 years of UXO experience, including supervisory roles.
- Demonstrated experience as a UXOQCS on MEC/munitions response projects.
- Thorough knowledge of MMRP processes and requirements, geophysical survey systems and data collection, intrusive operations and anomaly resolution.
- Current OSHA HAZWOPER 40‑hour certification (with refreshers).
- Valid state driver's license.
Preferred Qualifications:
- Experience with USACE MMRP projects.
- Familiarity with digital geophysical mapping (DGM) and QA/QC processes.
- Experience with sifting plant operations and material processing.
- Prior experience working at Formerly Used Defense Sites (FUDS) or active installations.
- Strong report writing and data management skills.
- Ability to work outdoors in varying terrain and weather conditions.
- Ability to lift and carry up to 50 pounds.
- Ability to walk long distances and work extended hours as required.
- Must be able to wear required PPE.
- UXO Technician III (UXO Tech III)
- UXOQCS designation (CQM)
- 10‑hour Construction Safety
- HAZWOPER 40‑hour + current refresher
- CPR/First Aid (preferred or required per project)
