This is a grant‑funded, full‑time professional position at the Village Communities of Texarkana, Texas (VCTT). Under the direction of the HCV Supervisor, the position is committed to the respectful provision of services and education that offer opportunities for subsidized housing program participants to increase their housing and financial stability, succeed in meeting self‑established goals, and attain the future they envision for themselves and their families.

Responsibilities
  • Inform and recruit participants of the Housing Choice Voucher Program (HCVP) of VCTT.
  • Work with the HCVP staff to develop an annual FSS training and education calendar, including core curriculum and special sessions.
  • Provide training in conjunction with community volunteers with identified expertise.
  • Develop, produce, and distribute training materials.
  • Interview candidates and assess service needs, linking them to specific services such as employment training, education, and counseling.
  • Develop detailed service plans outlining services, time frames, and goals for achieving self‑sufficiency.
  • Maintain regular meetings with families to monitor progress toward completing the FSS plan.
  • Coordinate escrow account payments and withdrawals with approval of VCTT's Controller.
  • Develop strong working relationships with service providers including educational, banking, and human service organizations.
  • Maintain contact with HCVP staff to update them on client progress.
  • Support employment readiness: assess readiness, identify challenges, develop individualized career paths, implement home‑ownership opportunities, conduct training, provide referrals to community employment resources, provide post‑employment support, and develop individual household budgets.
  • Pull and review client credit reports, develop individualized plans for credit repair, and provide ongoing credit assistance.
  • Review client files, calculate escrow, and monitor monthly escrow transactions.
  • Maintain complete and correct program files and records.
  • Develop reports for VCTT, HUD, and other funding entities and ensure grant maintenance per HUD and other funder requirements.
Qualifications Knowledge, Skills, and Abilities
  • Thorough knowledge of job search skills, barriers and risks, labor market information, hiring authorities, marketing, job development placement strategies, federal and state rehabilitation laws, community support services, Occupational Tools, principles of case management, and FSS/HCVP regulations.
  • Ability to acquire knowledge of budgeting, credit repair, local social services, and classroom teaching.
  • Sensitivity to diverse client needs including homelessness, low income, limited English, domestic violence, substance abuse, and other barriers.
  • Commitment to diversity and ability to work with multi‑ethnic populations.
  • Strong oral, written, and interpersonal communication skills.
  • Creativity in problem solving, decision making, and negotiation.
  • Capacity to work independently and prioritize and organize workload, managing time to meet deadlines.
  • Proficiency in Windows 2007 or higher, Word, Excel, Outlook.
  • Family Self‑Sufficiency certification within one year of hire.
  • Credit Counseling certification within six months of hire.
  • Ability to work a flexible schedule, including evenings and weekends.
  • Reliable transportation and ability to travel independently to multiple sites in Bowie County.
  • Consistent and timely attendance.
Education and Experience

Associate degree (or equivalent work experience) with at least two years working with low‑income or assisted housing programs and demonstrated skills in site‑based management, lease enforcement, maintenance supervision, and budget management; or a Bachelor's degree may substitute for one year of general experience.

Must possess a valid driver’s license and be covered by VCTT's insurance.

Effective and respectful communication and interaction with other employees, supervisors, and peers; conduct staff meetings to discuss operational problems, changes, outcomes of quality control reviews, and program matters.
