Overview

JOB SUMMARY

Buyer – Municipal Purchasing & Contracts
Finance Department | Full-Time

The City is seeking a Buyer to support municipal purchasing and procurement activities in compliance with City policy and state and federal regulations. Under the direction of the Purchasing Manager, this position supports competitive bidding, contract administration, vendor management, and purchasing operations for City departments.

This role is ideal for a detail-oriented procurement professional with experience in public-sector purchasing
, strong organizational skills, and the ability to manage multiple procurements in a fast-paced environment.

✔ Public-sector or municipal procurement experience preferred
✔ Competitive bidding & contract administration
✔ Tyler Munis experience a plus

ESSENTIAL JOB FUNCTIONS

Purchasing & Procurement Operations

  • Review and process purchase requisitions to ensure accuracy, budget availability, and required approvals
  • Assist with evaluation of quotes and bid proposals and preparation of purchase orders
  • Run purchasing and PO reports and provide weekly and monthly analysis

Bidding & Contract Support

  • Collaborate with departments to develop specifications and scopes of work
  • Prepare bid specifications and assist with solicitation of competitive bids
  • Support bid openings, vendor responses, bid tabulations, and recommendations
  • Assist with contract administration from award through closeout

Compliance & Special Projects

  • Ensure procurement activities comply with City ordinances and state and federal requirements
  • Prepare and process ARPA and rehabilitation bid projects in accordance with applicable policies
  • Audit procurement card transactions to identify exceptions and ensure compliance

Vendor & Records Management

  • Maintain purchasing records and vendor database
  • Track and maintain certificates of insurance and licensing documentation
  • Support fiscal year opening and closing of purchase orders, including encumbrance carryover reporting

Support & Coverage

  • Provide administrative support related to purchasing activities
  • Train department staff on purchasing processes and procedures
  • Assume Purchasing Manager duties as assigned during absences
MINIMUM REQUIREMENTS

Required

  • Associate’s degree in Business, Finance, Supply Chain Management, or a related field
  • Minimum two (2) years of procurement or purchasing experience
    , preferably in the public sector
  • Strong attention to detail and ability to manage multiple priorities

Preferred

  • Experience in a municipal or governmental purchasing environment
  • Experience with Tyler Munis or similar ERP system
  • Familiarity with competitive bidding laws and cooperative purchasing programs
