NOTE: The position is ONSITE at the location listed above (NO REMOTE WORK). The program will only allow candidates who are LOCAL TO THE TEXAS STATE ONLY. Active Texas DL Must for submission. Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas. Experience required: 14+ years.

• Experience working in Public Sector.
• Experience working in Salesforce.
• Experience working as a Business Analyst.
• Working familiarity with the Texas State Legislative Process in state agencies.

The Business Analyst will support higher education policy initiatives, data-driven decision-making, and process improvements. This role involves gathering business requirements, documenting workflows and business processes, analyzing data trends, developing reports and dashboards, and collaborating closely with stakeholders to enhance higher education programs and initiatives. The ideal candidate will have experience in serving as the primary, or sole, business analyst to gather requirements for a custom-built application in Salesforce, preferably within a government environment.

They will focus on user interface and workflow analysis, process optimization, and stakeholder communication.

Requirements:

• 8+ years of experience executing the business analysis and documentation of requirements and process for IT and business solutions that will meet Program, ITS, and User needs.
• 8+ years of experience working complex projects throughout all development phases, ensuring timely completion within budget.
• 8+ years of excellent verbal and written communication skills for engaging all levels of stakeholders.
• 8+ years of ability to translate complex data and business requirements into actionable development backlog.
• 8+ years of strong problem‑solving skills with attention to detail and demonstrated ability in conflict resolution.
• 4+ years of experience working in Salesforce.
• 2+ years of proficiency in Visio or other process workflow tools.
• 2+ years of experience working with confidential data and process implementation to provide information security.
• 2+ years of experience working with user story development in Azure Dev Ops.

Preferred:

• 4+ years of experience in Agile development and backlogs.
• 4+ years of experience working in Public Sector.
• 1+ year of working familiarity with the Texas State Legislative Process in state agencies.
