Operations Manager
SUMMARY Directs and manages a team involved in the design and construction of transmission, distribution, operation, and maintenance activities; manages, trains, and directs engineers and technical personnel and provides administrative support to management; manages an engineering and technical team that works on specific engineering projects from inception through completion; and is responsible for the execution of goals, programs, and projects within an engineering functional unit or section.

Job DescriptionManager Engineering Salary Grade: G04;
Minimum $104,766 – Maximum $178,102.
- Plan, coordinate, supervise, and direct engineers and technical staff.
- Administer contracts for a wide array of projects, professional services, outside services, materials, and equipment.
- Hold employees accountable to complete all projects in a timely and professional manner while promoting a safe working environment.
- Oversee and be accountable for the overall department budget.
- Develop capital projects and 20‑year capital planning for departmental areas.
- Provide technical review of design and work product to ensure compliance with codes, rules and regulations, policies, and standards for all work completed.
- Handle employee‑related matters such as performance appraisals, technical career development, mentoring, approving absences, on‑the‑job training, and counseling.
- Recommend necessary changes in company engineering and construction standards.
- Plan area development of long‑range distribution, sub‑transmission, transmission, and generation planning.
- Review and approve design for new construction, system reliability, and maintenance.
- Provide input to job scheduling of construction activities.
- Determine engineering criteria for service to customers and users.
- Represent the Company as an expert witness on electric system matters in regulatory and other administrative proceedings.
- Ensure proper execution of training, performance appraisals, counseling, discipline, and EEO compliance.
- Support the growth of the Company’s revenue by working with economic development organizations to attract business and industry to the service territory.
- Broad knowledge of engineering precedents in specialty area and related specialty areas.
- Working knowledge of management principles.
- Ability to manage projects on time and within budget.
- Ability to explain highly complex matters and build consensus among diverse groups.
- Knowledge of construction and maintenance of electric transmission, distribution, and/or power generation systems.
- Demonstrated ability to make independent decisions that require judgment, creativity, and interpersonal skills.
Minimum Education and/or Experience
- Bachelor’s degree in Engineering (four‑year college or university) with seven to nine years of related experience, or equivalent combination of education and/or experience.
- Master’s degree preferred.
Certificates, Licenses, Registrations
- Current, legally valid driver’s license and meeting company driving record requirements.
- Active and in good standing licensed professional engineer.
- Preference for New Mexico and/or Texas professional engineer license.
Communication Skills
- Ability to read and comprehend complex instructions, correspondence, and memos.
- Ability to write complex correspondence.
- Ability to effectively present information in group situations and respond to questions from customers, clients, management, and other employees.
Mathematical Skills
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Computer Skills
- Working knowledge of database, spreadsheet, and word processing software.
Analysis and Problem‑Solving Ability
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Employees are regularly required to sit up to two‑thirds of the time and may occasionally lift or move up to 50 pounds.
Work EnvironmentOffice, field and construction environments. Employees may be responsible for providing services to subsidiaries and affiliates of the holding company.
