As a Safety Engineer
, you will understand State and Federal safety regulations, assess and communicate the implications of those regulations to Operations, and work with Operations to develop and implement cost-effective compliance solutions. You will also collaborate with Regional and other Safety Engineers to develop and implement Best Practices solutions to common safety regulations and issues.
- Interacts and works with the site Operations organization. Develops and maintains good communication, presentation and interpersonal skills to help Operations and other functional groups implement process changes or procedures necessary to comply with regulations and requirements. Facilitates the writing or writes site safety procedures and helps translate requirements into written procedures.
- Develops and recommends business-driven and cost-effective strategies to improve compliance while reducing the burden on Operations and other functional groups.
- Develops and delivers training on safety issues. Creates training materials as required by the site due to new or changing Federal or State regulations, and provides or delivers the training to site employees.
- Maintains records to demonstrate compliance. Reviews plant modifications for safety systems and supporting documentation to illustrate compliance to regulations and VPP Star requirements. Interacts with agency inspectors in a constructive manner.
- Performs negotiations with agencies to maintain the site8;s position on interpretation and applicability of regulations or requirements.
- Participates in Trade Association meetings (e.g., Tcc, VPPPA, ASSE) for the assigned field.
- Works with the supervisor on professional and personal development and career planning.
- Reduces safety costs through the implementation of Best Practices at the site.
- Collaborates with the region and other site safety organizations on consolidated contracts that add value to the organization.
- Supports opportunity projects (e.g., ERT training requirements) in the most cost-effective manner.
- Works with Operations and the regional organization to maintain compliance so that unwarranted agency inspections do not occur. Develops a business-oriented approach to implementing regulatory requirements.
- Develops and maintains a working knowledge of the site and processes.
- Evaluates process changes for safety impact or compliance (Management of Change) and evaluates new chemicals for safety impact or compliance.
- Holds signature authority to issue releases against standing purchasing orders at the discretion of the Site HSE Manager.
- Bachelor's or higher degree in Engineering or related Science is required.
- 2 years of safety experience required.
- Experience representing a company to regulatory agencies is required.
- Able and willing to work on-site, in-person at the Valero Texas City Refinery, required.

Position level and salary will be commensurate with qualifications and experience.
