Compensation Grade

The Safety, Health, Environmental & Security Manager is accountable for the process safety management, risk management, safety performance, environmental compliance, security, emergency response, industrial hygiene, occupational health, quality programs and assurance and the laboratory at the Texas City Texas site for Acetyls.

Accountability 1: SHE Excellence, Compliance & Risk Management
  • Championing and embedding the INEOS 20 Principles of Process & Behavioral Safety and Life-Saving Rules, ensuring consistent understanding, communication, and application across all employees and contractors.
  • Developing and executing the site-wide SHE strategy, aligned with INEOS Group expectations and site operational objectives.
  • Establishing robust governance systems to ensure full compliance with OSHA, EPA, TCEQ, and all applicable regulatory and permit requirements.
  • Leading the Process Safety Management (PSM) program, including:
    • Process Safety Information (PSI)
    • Management of Change (MOC)
    • Process Hazard Analysis (PHA, HAZOP, LOPA)
    • Mechanical Integrity and safe work systems
  • Driving a high-consequence (SIF) risk reduction approach, focusing on prevention of serious injuries and major incidents.
  • Providing expert guidance to Site Leadership on regulatory changes, emerging risks, and compliance strategies.
  • Ensuring accurate and timely SHE reporting in accordance with INEOS Group expectations and regulatory requirements.
  • Leading incident investigations, ensuring root cause identification and implementation of sustainable corrective actions.
  • Establishing and maintaining site audit and assurance programs, including compliance verification and gap closure.
  • Developing and maintaining SHE policies, procedures, and management systems.
  • Driving continuous improvement through performance management systems and SHE governance frameworks.
Accountability 2:
Environmental Compliance, Permitting & Sustainability
  • Ensuring compliance with all federal, state, and local environmental regulations, including EPA and TCEQ requirements.
  • Overseeing all environmental compliance programs, including:
    • Air, wastewater, and stormwater compliance
    • RCRA hazardous waste management and waste minimization
    • Environmental monitoring, reporting, and permit administration
  • Overseeing all environmental permits, including:
    • Air (Title V / NSR as applicable)
    • Wastewater and stormwater
    • Waste handling and disposal permits
  • Ensuring timely and accurate environmental reporting and submissions to regulatory agencies.
  • Managing and improving programs related to:
    • Air emissions and monitoring
    • Flaring and emission events
    • Water discharge and treatment compliance
    • Hazardous and non-hazardous waste (RCRA)
  • Maintaining systems to ensure ongoing compliance assurance, including audits, inspections, and corrective action tracking.
  • Leading response and reporting for environmental incidents, deviations, and regulatory inquiries.
  • Driving continuous improvement in environmental performance and risk reduction.
  • Providing guidance to Site Leadership on emerging environmental regulations and potential business impacts.
  • Managing relationships with environmental regulators and external stakeholders.
  • Supporting development of strategies to improve sustainability, waste minimization, and resource efficiency.
Accountability 3:
Occupational Safety, Industrial Hygiene & Workforce Protection
  • Responsible for developing the site’s safety and health program to include training on specific plant policies and procedures, proper PPE and its use, and monitoring work practices in all work groups to determine the industrial hygiene impacts to the worker.
  • Develop and maintain comprehensive occupational safety and health programs to protect employees and contractors.
  • Ensure effective hazard identification, risk assessment, and mitigation processes across all work activities.
  • Oversee industrial hygiene programs, including exposure monitoring, hazard evaluation, and control implementation.
