Compensation Grade
The purpose of the Utilities Asset Manager role is to lead all manufacturing, operational, and technical activities associated with the site Utilities assets to ensure safe, reliable, compliant, and cost effective delivery of utilities required to support INEOS Acetyls manufacturing operations and onsite tenants. This role is accountable for asset integrity, availability, cost control, and continuous improvement in full alignment with INEOS SHE standards and business objectives.
Accountability SHE Excellence
* Actively lead and sponsor adherence to INEOS 20 Safety Principles and Life-Saving Rules across all Utilities assets.
* Responsible for prompt reporting of all safety incidents, injuries, near misses, near hits including the investigation initiation, closure, and communication.
* Responsible for tracking action items within the asset related to incidents, investigations, PHAs, IGGN compliance, 20 Safety Principles, quality CAPA items and environmental compliance.
* Ensure Hazop, PHA, LOPA, MOC, alarm management, and operating envelope discipline are embedded and sustained.
* Ensures that all safety lessons learned are internally distributed and incorporated in safety procedures or good working practices.
* Ensures Asset meets the expectations of the INEOS AsCare program and perform routine audits of the Asset.
* Maintain full accountability for utilities asset integrity, inspections, and regulatory compliance.
* Lead investigation, closure, and learning dissemination for incidents, near misses, and integrity events.
* Ensure utilities assets meet INEOS AsCare expectations and continuously improve housekeeping and operational discipline.
Accountability Lead and Develop the Utilities Asset Team
* Guarantees a uniform adherence to site INEOS expectations, SHE, and HR policies.
* Promotes open communication within the entire Asset Team and support team, including facilitating area meetings, regular briefings to the Asset team, planning meetings, etc.
* Provide visible leadership to operations, maintenance, and technical staff supporting utilities assets.
* Ensure robust operating procedures, training programs, and qualification pathways are in place for utilities personnel.
* Drive succession planning and capability development aligned with long-term site needs.
* Promote cross-functional collaboration with production, maintenance, engineering, and SHE teams.
* Act as a change agent for cultural, technical, and organizational improvements.
* Ensures that area objectives are clear, communicated and understood across all levels of the team, including awareness of the short-term and long-term Asset objectives, and what role they play in meeting them.
* Working knowledge of Collective Bargaining Agreement and Grievance procedures.
* Act as a change-agent and champion site initiatives that support the long-term viability of the site and its respective businesses.
Accountability Utilities Reliability & Performance
* Supports and/or participates in bi-weekly commercial and operations planning meetings with commercial department to discuss and align area needs that will enable delivery of product lines via collaboration among production sales, procurement, logistics and others.
* Delivers reliable utilities supply (steam, water, compressed air, power, wastewater) aligned with site demand forecasts.
* Own utilities asset availability, reliability, and OEE metrics.
* Identify and prioritize debottlenecking, optimization, and reliability improvement initiatives.
* Define and execute capital investment strategies for utilities modernization, replacement, and expansion.
* Support turnaround (TAR) planning and execution for utilities scope.
* Develop strategic projects for the reliability, cost structure and growth of the site.
Accountability Maintain focus on EBITDA, fixed and variable costs, budget control, and reporting for assigned Asset.
* Own utilities fixed and variable cost performance.
* Develop annual budgets, forecast updates, and long-range asset strategies.
* Lead Cap Ex project identification, justification, prioritization, and execution.
* Challenge energy consumption intensity, efficiency losses, and non-value-added activities.
* Ensure capital projects deliver intended safety, reliability, and cost outcomes.
* Explores creative staffing opportunities to ensure approved headcount is optimized and overtime is reduced.
* Actively involved in developing strategic projects, like organizational changes, eliminating bottlenecking and/or growth projects across the facility.
Level of Education & Knowledge:
* Bachelor's degree in engineering discipline (Chemical, Mechanical or Electrical Engineering).
