Kelly is hiring a Cost Management Technician for a 12 + month Contract role with one of our prestigious clients based out in 3301 5th Ave S, Texas City, TX 77590 - On site 5 days a week

Schedule:

4/10 schedule (Mon–Thu, 10 hours/day), 5/8 schedule (8 hours/day), 9/80 schedule (every other Friday off)

Pay range $40-55/HR

Summary

Acts as a technical resource for Cost Management within the Global Turnaround Methodology (GTM) work process. Supports establishment of the overall cost baseline with reporting to monitor and control the turnaround within established tolerances of the baseline. Coordinates data inputs from the various turnaround core roles to ensure accurate forecasts and reporting of cost. Engages the turnaround steering and core teams to understand causes of deviations from tolerances, if any, and the need to establish actions to mitigate.

Responsibilities/Job

Description
  • Integrates the turnaround cost estimate, workhour estimate, and schedule into the Cost Management baseline.
  • Effective utilization of global cost management tools, templates, operating discipline and best practices
  • Ensure the work process for cost management is being followed
  • Plays an instrumental role to establish the turnaround authorization costs and delivers required deliverables on time with high accuracy and quality
  • Establishes work breakdown structure based upon work process norms and turnaround execution strategy.
  • Lead MRP and ensure they are value added and accurate representation of execution strategy.
  • Hold cost reviews and ensure they are value added
  • Validate accruals against spent to date on GR55 and actuals to validate for TAs
  • Ensure all vendors that are on site are included in the MRP for accurate cost tracking and forecasting
  • Set the expectation for vendor reporting and elevate to TA Manager/TA Leadership when the reporting is not being received timely
  • Ensure shared indirect spending is agreed upon with cost accountant prior to 2.4 authorization
  • Interface with key plant stakeholders including steering team members to represent cost function as a whole
  • Ensures accurate reflection of committed spent funds, turnaround deviation notices, field change orders, and execution changes in all cost documents.
  • Leads the turnaround team in deriving an accurate and realistic forecast of all funds required to complete the turnaround within the defined budget and schedule while incorporating own trending and analyses.
  • Ensures accurate representation of cost data and cost forecast in monthly reporting.
  • Be present in the steering team meetings when cost is presented by the cost controller and address/highlight any concerns
Required Experience & Qualifications

Education: Short-cycle tertiary degree (Associate or Bachelor’s) plus at least 3 years of hands‑on experience in cost management, accounting, or finance. OR 5+ years of relevant experience in lieu of degree

Experience:

3+ years of hands‑on experience in:
Cost management, Cost tracking / cost control, Accounting or finance

Prior experience as a Cost Management Technician or Cost Controller strongly preferred

Technical Skills (Must Haves / Strong Preferences)

SAP: Hands‑on SAP experience preferred, Heavy usage for controlling and forecasting transactions

Microsoft Excel: Advanced proficiency required

Experience with: Pivot tables, Lookups (e.g., VLOOKUP/XLOOKUP), Excel‑based internal tools

Work Schedule & Hours

Standard

Schedule:

40 hours per week

Flexible options:

  • 9/80 schedule (every other Friday off)

Duration: typically, 30–40 days

Hours increase to approximately 60 hours per week based on business needs
