JOB SUMMARY

Senior Accountant – Grants, Revenue & Governmental Reporting

Finance Department | Full-Time | 9/80 Schedule

The City of Texas City is seeking a strategic Senior Accountant to play a key role in financial reporting, grant oversight, and revenue management. This position works closely with executive leadership and has direct impact on the City’s financial integrity and long-term sustainability.

This is a hands‑on, senior‑level position requiring strong technical accounting skills,
advanced Excel proficiency and municipal or public sector experience preferred. The successful candidate will play a key role in audits, grant and special revenue monitoring, financial reporting, and process improvements.

Key Responsibilities Governmental Accounting & Financial Reporting
  • Prepare and review complex journal entries, reconciliations, and supporting schedules in compliance with GAAP and GASB
  • Maintain and reconcile the general ledger, including cash, revenue, expenditure, and grant accounts
  • Assist with month‑end and year‑end closings, ensuring accuracy and timeliness
  • Support preparation of the Annual Comprehensive Financial Report (ACFR/CAFR)
Grant & Special Revenue Accounting
  • Monitor grant and special revenue fund activity to ensure compliance with funding requirements and internal controls
  • Maintain grant documentation, including agreements, amendments, reimbursements, and closeout records
  • Prepare or assist with state and federal grant‑related financial reports
  • Support grant‑related audit requests and inquiries
Budgeting & Financial Analysis
  • Assist with development, monitoring, and analysis of the City’s annual budget
  • Provide financial analysis, variance explanations, and trend reporting to support decision‑making
  • Support forecasting and long‑range financial planning
Audit & Compliance
  • Prepare year‑end audit schedules and serve as a key liaison with external auditors
  • Respond to audit requests and assist with resolution of findings
  • Ensure compliance with City policies, accounting standards, and regulatory requirements
Systems, Controls & Process Improvement
  • Recommend and assist in implementing improvements to accounting systems, internal controls, and procedures
  • Support efficient use of municipal ERP systems (e.g.,
    Tyler Munis or similar
    )
  • Identify opportunities to streamline accounting workflows and reporting processes
Collaboration & Leadership Support
  • Provide guidance and technical support to junior accounting staff as needed
  • Respond to inquiries from departments, vendors, and auditors regarding financial data
  • Collaborate across departments to ensure accurate and transparent financial reporting
Other Duties
  • Perform other related duties as assigned to support Finance Department operations
Minimum Qualifications (Required)
  • Bachelor’s degree in Accounting, Finance, Business Administration, or closely related field
  • Five (5) years of progressive accounting experience
    , including governmental accounting
  • Direct experience with grant or special revenue fund accounting
  • Strong working knowledge of GAAP, GASB, and fund accounting
  • Advanced Excel skills (Pivot Tables, Lookups, formulas, financial analysis)
  • Experience supporting external audits

Candidates without governmental accounting or grant accounting experience may not be considered.

Preferred Qualifications
  • Experience in a municipal government environment
  • Experience with Tyler Munis or similar governmental ERP systems
  • Knowledge of Outcome‑Based Budgeting
  • CPA, CGFO, or progress toward certification
  • Master’s degree in Accounting, Finance, or related field

  • Strong analytical skills with the ability to interpret complex financial data
  • Excellent organizational and time‑management skills
  • Detail‑oriented mindset with a high level of accuracy and accountability
  • Strong written and verbal communication skills, including the ability to explain financial data to non‑technical audiences
  • Ability to work independently while collaborating effectively across departments
  • Commitment to integrity, transparency, and public stewardship
Work Environment & Schedule
  • Monday–Friday, 7:30 a.m.–5:30 p.m.
  • 9/80 schedule (every other Friday off)
  • Primarily office‑based with occasional extended hours during audits or budget season
