Vice President for Fiscal Affairs
The Vice President for Fiscal Affairs serves as the College’s Chief Financial Officer and is responsible for the strategic leadership, planning, administration, and oversight of the College’s financial operations. Areas of responsibility include budgeting, accounting, procurement, financial reporting, risk management, investments, contracts, debt management, audits, and fiscal compliance. The Vice President develops long‑term financial strategies that support institutional priorities, ensures responsible stewardship of College resources, and provides financial guidance to the President and Board of Trustees in support of the College’s mission and strategic goals.
Qualifications- A minimum of a Master’s degree in Business Administration, Accounting, Finance, Public Administration, or a related field from an accredited institution is required.
- A minimum of five (5) years of progressively responsible leadership experience in finance, business administration, or higher education administration with significant budgetary and supervisory responsibilities.
- Doctorate degree from an accredited institution.
- Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Internal Auditor (CIA) preferred.
- Superior communication, problem‑solving, and leadership skills.
- Strong understanding of budgeting, accounting, auditing, procurement, and financial reporting.
- Knowledge of governmental and higher education finance principles.
- Ability to develop and implement long‑range financial strategies.
- Experience with financial forecasting, debt management, and resource allocation.
- Knowledge of contract management, internal controls, and risk management principles.
- Ability to present complex financial information to diverse audiences.
- Understanding of the mission and operations of a comprehensive community college.
- Ability to work effectively with state agencies, auditors, and regulatory organizations.
- Provides leadership for purchasing, financial services, accounting, budgeting, auxiliary services, and other assigned fiscal operations.
- Works with direct reports to develop strategies and action plans for achieving annual objectives.
- Ensures regular feedback is provided and annual performance evaluations are completed for employees within the Fiscal Affairs Division.
- Conducts division leadership meetings and promotes collaboration across assigned departments.
- Creates, updates, and implements policies and procedures related to fiscal operations.
- Assess operational results, including benchmarking against peer institutions and industry standards.
- Attends meetings of the President’s Cabinet and other councils and committees as assigned.
- Represents the President and the College in professional associations and external stakeholder groups.
- Leads continuous improvement initiatives in assigned areas.
- Directs and coordinates the preparation of annual budgets, audits, financial plans, and financial forecasts.
- Serves as the College’s financial liaison with external agencies, auditors, and regulatory bodies.
- Oversees preparation of financial reports, surveys, Board resolutions, and supporting documentation.
Establishes objectives, policies, systems, and practices that ensure a sound financial and business structure. - Develops and maintains multi‑year financial forecasting models.
- Conducts research and evaluates best practices to enhance fiscal effectiveness and efficiency.
- Ensures compliance with applicable local, state, federal, and audit requirements.
- Oversees procurement activities to ensure compliance with applicable laws and regulations.
- Recommends financial strategies, cost‑saving measures, and revenue‑generating opportunities.
- Coordinates risk management, insurance, and related fiscal protection programs.
- Maintains appropriate accounting systems and internal controls.
- Works with senior leadership to allocate resources and monitor institutional budgets.
