Summary

Under general supervision, negotiates, obtains and preserves right of way (ROW) and other property rights from public and private entities to allow for the installation and location of distribution, transmission, and gathering facilities. Provides local and state information and technical assistance in land use, permitting, zoning, smart growth, and regulatory issues. Creates and gives presentations and maintains positive and effective working relationships with various community, regional, state, federal, and advocacy groups.

Essential Duties and Responsibilities
  • Performs technical research and analysis; prepares and evaluates reports related to land use, zoning, permits, and regulatory issues and projects.
  • Prepares and delivers presentations to the public, advocacy groups, business community, and local, state, and federal officials.
  • Participates in technical and advisory committees, working groups, and task forces as appropriate.
  • Maintains current knowledge concerning local, state, and federal land use planning and development requirements and processes.
  • Represents organization at meetings.
  • Oversees thorough and accurate title and property searches.
  • Oversees negotiations internally with associates and externally with customers and governmental agencies. Reviews, produces, and obtains high quality easements, ROW documents, letters, and other written materials.
  • Interprets and assists in the production of engineering surveys, and legal documents related to ROW acquisition.
  • Presents findings and makes recommendations to management.

Qualifications
  • Minimum Education:

    Bachelor’s degree in a related field with five to seven years of related experience, or equivalent combination of education and/or experience.
  • Communication

    Skills:

    Ability to write reports, business correspondence, and procedure manuals; write speeches and articles using original and innovative techniques; read, analyze, and interpret business periodicals, professional journals, financial reports, and legal documents; speak clearly and persuasively; effectively listen and respond to a wide range of questions; present information in one-on-one and small group situations.
  • Mathematical

    Skills:

    Apply concepts of fractions, percentages, ratios, and proportions to practical situations; compute rate, ratio, and percent; calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Computer

    Skills:

    Advanced knowledge of word processing, spreadsheet, database, and presentation software; navigate and effectively use GIS/Arc View/Landworks/Google Earth/MSOffice Tools.
  • Analysis and Problem-solving Ability:
    Collect data, establish facts, and draw valid and concrete conclusions; apply common sense to carry out detailed written and oral instructions; define problems, collect data, analyze alternatives, and reason.
  • Physical Demands:
    Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time; good vision; manual dexterity; occasionally lift and/or move up to 10 pounds.
