Site Procurement Operations Lead – Texas City

We are seeking a Site Procurement Manager to lead procurement activities for our Texas City manufacturing site. This role oversees procurement standards, vendor management, major contract negotiations, and the site’s stores warehouse. It is a hands‑on, working manager position responsible for both strategic leadership and day‑to‑day execution.
Key Responsibilities- Lead all procurement activities for goods, services, and logistics (excluding feedstock and catalyst).
- Manage and develop the procurement team, ensuring strong processes, effective contracting, and compliance.
- Oversee vendor negotiations, pricing, purchase orders, and expediting.
- Prepare and execute procurement strategies for high‑value spend and evaluate results.
- Ensure adherence to internal controls, Delegation of Authority requirements, and vendor master data accuracy.
- Manage stores operations, including inventory accuracy, reorder levels, and obsolete stock.
- Support logistics contracting and advise site leadership on procurement involvement.
- Manage high‑value or critical contracts and coordinate with other INEOS businesses to leverage total spend.
- Implement vendor performance management for key suppliers and support project procurement.
- Ensure all procurement activities comply with legal and corporate requirements.
- 10+ years of work experience, including 5+ years in procurement.
- Strong commercial, analytical, and contract law knowledge.
- Experience leading high‑performing teams.
- Understanding of chemical plant operations and SAP P2P preferred.
- Clear, precise communication and strong interpersonal abilities.
- Effective leadership with the ability to motivate and guide a team.
- Strong relationship‑building skills, both internal and external.
- Self‑driven, improvement‑focused, and collaborative.
- Strategic thinking and long‑term planning.
- Influence and relationship‑building with senior stakeholders.
