Area Engineer - Junction

Overview

TxDOT is looking for an Area Engineer to be housed at the Junction Area Office. This position will oversee construction and maintenance activities across several of the San Angelo District's 15 counties. The Area Engineer will manage a robust project portfolio including preventative maintenance, roadway rehabilitation, bridge replacements, and added capacity projects. • Salary: $112,047 – $189,499 annually (Minimum $140,000, Maximum $189,499, Anticipated starting $147,000)

• Oversee construction operations, review shop drawings, ensure compliance with regulations, approve letting advertisements, and conduct pre‑construction meetings and public hearings.
• Supervise Design Section operations, inspection of construction projects, and temporary traffic control.
• Manage maintenance section activities, including planning, budgeting, right‑of‑way plans, acquisition processes, utility relocation, and material testing.
• Approve and inspect driveway, utility, and drainage fill permits; monitor removal of illegal signs.
• Approve project candidate submissions for program calls and direct administrative and business operations such as human resources, training, inventory oversight, safety, and budgeting.
• Develop work programs to meet transportation needs in the assigned area.
• Oversee contractors’ compliance, authorize payments, resolve disputes, and prepare expenditures.
• Plan and execute emergency procedures and respond to incidents at the office or incident location.
• Provide direction for construction projects and contract change negotiations.
• Represent the Department to the public, answer inquiries from governmental officials, make media presentations, speak at public functions, and participate in civic endeavors.
• Review, recommend, and approve change orders.
• Perform additional duties as assigned.

• Education:
  
  Bachelor’s Degree in engineering or a related science (a higher degree is acceptable by TX PELS).
• Experience:
  
  Minimum five years in transportation engineering (full‑time or prorated part‑time). Graduate‑level education may substitute experience on a one‑year‑per‑year basis.
• Supervisory/Managerial
  
  Experience:
  
  One year required; project leader or lead worker experience may substitute.

• Valid driver’s license (state vehicle required).
• Licensed Professional Engineer (if licensed in another U.S. state, must obtain a Texas license within six months of hire and sign a compliance agreement).

• Knowledge of applicable governmental laws, rules, and regulations.
• Understanding of construction engineering policies, maintenance concepts, and human resources management.
• Ability to apply engineering principles and practices to job responsibilities.
• Leadership skills: setting objectives, clarifying roles, monitoring performance, and evaluating results.
• Project management: planning, assigning, directing, coordinating, and reviewing work of professional and technical staff.
• Problem‑solving: analyzing business, technical, and managerial issues and implementing solutions.
• Communication: conveying complex ideas clearly and concisely.

• Sedentary work: lift up to 10 lbs and occasionally carry small tools.
• Light work: lift up to 20 lbs and frequently handle objects up to 10 lbs.
• Requires prolonged standing, repetitive motions, and substantial use of wrists, hands, and fingers.
• Must pass a drug test; random testing applies.
• Required to work weekends, holidays, and hours outside 8:00 a.m.–5:00 p.m.; personal protective equipment is mandatory.
