POSITION OVERVIEW
The Contract Specialist will provide full-cycle, cradle-to-grave acquisition support for construction and complex services contracts, operating in accordance with the Federal Acquisition Regulation (FAR), DFARS, and applicable agency supplements. Working as part of Multi-Functional Teams (MFT), this role partners with 47 CES and other mission stakeholders throughout the acquisition process-from developing requirement documents (PWS, SOW, SOO) and conducting market research, to drafting acquisition strategies, preparing and releasing solicitations, and evaluating offeror proposals through price/cost analysis and source selection documentation.
Beyond award, the Contract Specialist manages contract administration duties including modifications, option exercises, and correspondence, while monitoring contractor performance and compliance and assisting in dispute resolution and closeout. This position requires a strong foundation in DoD contracting practices, sound business judgment, and the ability to navigate complex procurement actions with minimal oversight, supported by a DoD Contracting Professional Certification (or equivalent), a relevant bachelor's degree, and at least five years of DoW contracting experience with a focus on construction and complex services procurement.
JOB RESPONSIBILITIES:
- Perform cradle-to-grave acquisition support and offer advice to supported officials in accordance with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and any other agency supplement regulations. Participates in Multi-Functional Teams (MFT) and liaise with stakeholders from 47 CES and other mission partners.
- Assist 47 CES in developing requirement documents (PWS, SOW, SOO).
- Perform market research and draft acquisition strategy documentation.
- Prepare and release solicitations (RFQ/RFP).
- Assist in evaluating offeror proposals, performing price/cost analysis, and drafting source selection documentation.
- Prepare final contract award documents for the Contracting Officer's signature.
- Perform contract administration duties, including managing correspondence, processing modifications, and exercising options.
- Monitor contractor performance and compliance with contract terms.
- Assist in resolving contract disputes and perform contract closeout functions in accordance with FAR, agency regulations, and local policies.
REQUIRED QUALIFICATIONS:
- A minimum of five (5) years of contracting experience in the Department of War (DoW), with significant experience in procuring construction and complex services.
- 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Department of Defense (DoD) Contracting Professional Certification (or civilian equivalent, e.g., FAC-C Professional) is required.
- Must have source selection experience and be proficient in all common commercial software packages (e.g., Microsoft Office).
- Must be able to obtain and maintain a Tier 1 (T1) Security Clearance
- Must read, understand, write, and speak English fluently
PREFERRED QUALIFICATIONS:
- Previously held an unlimited Contracting Officer warrant
