Duties
* Performs analytical work involved with various programs to include gathering data, analyzing information and recommending alternative courses of action, planning and tracking data gathered.
* Organizes and documents findings of studies and prepares recommendations for implementation.
* Performs and coordinates specific management and statistical studies which are initiated by the Division Chief.
* Reviews feeder reports for completeness, accuracy, and conformity with prescribed criteria for reporting.
* Prepare reports for submission to higher headquarters.
* Develops, evaluates, and recommends improvements to management policies, practices, organizations functions, operating procedures, manpower utilization, controls, and structure.
* Normally works on portions of a broader assignment carried out by a senior analyst.
* Determines need for and conduct basic fact-finding applicable to the function or process studied.
* Reviews precedents, standard operating procedures (SOPs), and information provided by the Director, Division Chief or HR Branch Chief.
* Assist Director, Branch and Division Chiefs to resolve problems, plan implementation or testing of recommended changes, and follow up to evaluate effectiveness of improvements made.
* Serves as liaison or activity's civilian personnel coordinator to assist managers and employees with civilian personnel processes.
* Coordinates personnel actions with Director, Branch and Division Chiefs on status of personnel resources.
* Analyzes budget, accounting and operating information in the development and preparation of budget data, worksheets, and reports. Requirements Conditions of employment
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* TDY travel is occasionally required.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. Qualifications Who May Apply:

Experience:
One year of specialized experience which includes Analyzing program operational data using established analytical methods to identify inefficiencies and support workflow improvements;
Preparing routine resource and administrative reports by reconciling financial data to ensure accurate tracking of divisional allocations;
Processing routine personnel actions in accordance with agency regulations to resolve staff inquiries and maintain administrative compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR
Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
