Salary Range: $90,000.00 - $
- Plan, direct, and coordinate all activities for assigned projects to ensure objectives are accomplished safely within prescribed funding and scheduling parameters.
- Ensure strict compliance with Federal Acquisition Regulations (FAR), DFARS (if applicable), agency supplements, and contract clauses.
- Develop and manage project schedules in accordance with contract requirements (CPM scheduling, cost‑loaded schedules when required).
- Oversee preparation and maintenance of a Quality Control Plan in accordance with contract requirements (e.g., USACE/NAVFAC Three‑Phase Control System).
- Monitor and control project(s) budget and schedule.
- Ensure compliance with federal cost‑accounting standards and certified payroll requirements (Davis‑Bacon Act).
- Manage subcontractor and supplier compliance with federal labor standards and reporting requirements.
- Prepare and report project(s) costs, progress, and forecasts including all federal contract documentation, such as:
- Certified Payroll
- Submittal Logs
- RMS/QCS Documentation (USACE/NAVFAC)
- eCMS or agency‑specific reporting systems
- Daily Reports
- COR/CO communications
- Modifications and Requests for Equitable Adjustments (REAs)
- Establish and execute project work plans.
- Serve as primary liaison with government representatives and attend preconstruction conferences, progress meetings, partnering meetings, and closeout meetings.
- Prepare and submit pay applications, Requests for Information, Purchase Orders, Submittals, Change Orders, Claims, Request for Proposals, Request for Qualifications, and any other required project‑related communication.
- Coordinate with the Superintendent the allocation of shared resources such as personnel and equipment.
- Serve as company representative at required project meetings or hearings and prepare documentation as necessary.
- Perform in‑depth review of all essential elements of projects assigned to identify challenges to mitigate or opportunities to realize.
- Coordinate inspections, testing, and commissioning activities required by federal agencies.
- Manage project closeout including as‑built drawings, O&M manuals, warranties, training documentation, and final acceptance procedures.
- Review drawings and specifications for constructability, completeness, and accuracy.
- Supervise Project Engineers, Superintendents, QC and Safety Managers, as assigned.
- Promptly respond to project ad‑hoc needs.
- Ensure site‑specific Accident Prevention Plan (APP) and Activity Hazard Analyses (AHA) are developed, approved, and implemented.
- Ensure all on‑site compliance with project procedures, safety program requirements, work rules, and company policies.
- Apply expert‑level knowledge in construction, materials, equipment, and risk management.
- Regular attendance required according to company policy to ensure crew can operate at normal efficiency level.
- Identify contractual risk exposures—including differing site conditions, design deficiencies, and scope gaps; prepare documentation for Requests for Information (RFIs), change proposals, and claims.
- Perform other related duties as assigned.

- Experience managing federal construction projects for USACE, NAVFAC, VA, GSA, or similar agencies.
- Experience with RMS/QCS or agency‑required project management platforms.
- Proficiency with Microsoft Project.
- Proficiency with Microsoft 365.
- Bachelor’s degree in Engineering, Construction Management, or equivalent combination of technical training and/or extensive experience preferred.
