Safety Manager - Solar​/BESS - Owners Rep

We are seeking an experienced Site Health, Safety, Security & Environmental (HSSE) Supervisor to support the construction and commissioning of a utility-scale solar energy project near La Pryor, Texas. This individual will serve as the Owner's on-site representative, providing independent oversight of the EPC contractor's safety and environmental programs while ensuring adherence to project HSSE requirements, industry best practices, and regulatory standards.

This is a full-time, site-based assignment with a projected duration of 15-18 months.

• Monitor and oversee site health, safety, security, and environmental performance throughout project execution.
• Participate in project safety planning and work coordination meetings.
• Perform routine site inspections, field observations, and safety audits.
• Identify hazards and verify that appropriate risk mitigation measures are implemented.
• Support and participate in:
  Safe Work Observations (SWOs) Workplace inspections HSSE assessments Compliance audits and verifications
• Collaborate with contractor leadership to address and resolve HSSE deficiencies.
• Provide coaching and guidance on safety expectations and best practices.
• Verify proper reporting and investigation of incidents, near misses, environmental events, and security-related issues.
• Ensure timely communication of significant HSSE matters to project leadership.
• Monitor compliance with:
  Storm Water Pollution Prevention Plan (SWPPP) requirements Spill Prevention, Control, and Countermeasure (SPCC) requirements
• Promote a strong safety culture across all project stakeholders.

• Previous experience in an HSSE leadership role on construction projects.
• Strong working knowledge of:
  Lockout/Tagout (LOTO) Electrical safety programs Lifting and rigging operations Piling operations
• Experience conducting:
  Safety audits Site inspections HSSE assessments Field observations
• Working knowledge of: SWPPP requirements SPCC requirements
• Excellent communication, leadership, and problem-solving skills.
• Ability to work independently in a fast-paced construction environment.

• Previous experience as an Owner's Representative.
• Recent experience supporting:
  Utility-scale Solar PV projects Battery Energy Storage System (BESS) projects
• Bilingual (English/Spanish) is a plus.

The ideal candidate will have a strong understanding of the Owner's Representative role, utility-scale renewable energy construction experience, and a proven ability to lead safety initiatives in the field. Candidates with a background in EPC organizations will be considered if they can clearly demonstrate their ability to represent the owner's interests while maintaining an independent oversight perspective. Electrical safety expertise is considered essential for this role.
