Primary Purpose:
Provide leadership, direction, and coordination of student support services including student discipline, Student Code of Conduct development, truancy prevention, homeless/foster/migrant student programs, Emergent Bilingual (EB), Multi-Tiered System of Supports (MTSS), and oversight of district counseling and health services. Ensure equitable access to academic and behavioral interventions, compliance with state and federal mandates, and alignment of support services with the district's mission to improve student achievement, attendance, behavior, and overall well-being.
Oversee the development, evaluation, and state/local reporting functions of supervised departments and ensure all assigned programs operate in compliance with applicable laws and district policy.
Qualifications
Education/Certification:
- Master's degree in education, educational administration, counseling, or related field (required)
- Valid Texas Mid-Management/Principal or Superintendent Certification (preferred)
- Teacher certification in ESL or Bilingual Education (preferred)
- Knowledge of Bilingual and ESL programming, ELPs, and CBLI practices
- Knowledge of Texas Education Code (TEC) Chapter 37 (discipline), truancy laws, and compulsory attendance requirements
- Knowledge of Student Code of Conduct development requirements and Board policy alignment
- Strong understanding of MTSS framework (academic, behavior, and social-emotional supports)
- Knowledge of McKinney-Vento Homeless Assistance Act, ESSA foster care requirements, and migrant education programs
- Knowledge of school health regulations and counseling program standards
- Experience with student discipline management and restorative practices
- Ability to interpret data to guide program decisions and monitor student outcomes (attendance, grades, behavior, discipline trends)
- Strong organizational, communication, and leadership skills
- Ability to collaborate effectively with administrators, staff, parents, and community partners
- Minimum five years successful experience in education, including leadership in campus or district-level administration
- Experience supervising professional staff
- Experience supervising programs related to student services or special populations preferred
- Experience managing grants and federal/state program compliance preferred
Student Code of Conduct & Governance
- Lead the annual development, revision, and Board adoption process of the District Student Code of Conduct in compliance with TEC Chapter 37 and district policy.
- Ensure the Student Code of Conduct reflects district priorities, restorative practices, and legal requirements.
- Maintain oversight of the constitutions and bylaws of all district-approved student organizations and groups; ensure documents are current, compliant with district policy, and aligned with state and federal guidelines.
- Provide guidance to campus administrators regarding consistent implementation of the Student Code of Conduct.
- Develop, promote, and support curriculum aligned with the Texas Essential Knowledge and Skills (TEKS) and English Language Proficiency Standards (ELPS).
- Collaborate with principals and instructional staff to coordinate strong academic and linguistic programming.
- Monitor program effectiveness and evaluate instructional design, materials, and implementation.
- Design and facilitate professional learning aligned with district goals.
- Collect, analyze, and report required EB program data to TEA.
- Provide leadership in implementing district-wide student discipline policies and procedures in compliance with TEC Chapter 37.
- Monitor disciplinary data to identify trends, address disparities, and recommend corrective actions.
- Coordinate truancy prevention measures and ensure compliance with compulsory attendance laws.
- Support principals in applying restorative practices and alternatives to exclusionary discipline.
- Serve as the district's McKinney-Vento Homeless Liaison and Foster Care Liaison.
