76) is recruiting a Responsible for Building Energy Efficiency Service H/F (Category A – Territorial or Principal Engineer). Recruitment by statutory, or, if not available, contractual route. A major player in the energy transition in Seine-Maritime, the SDE
76 supports municipalities in their energy renovation projects for public buildings.

Within the Energy Transition Pole, your mission will be to develop and structure the "Building Energy Efficiency" service and manage a team of 4 people. Participate in the creation and development of the building energy efficiency service in liaison with various sector actors:

• Participate in the co-construction of the new service offer to municipalities in liaison with the Department,
• Develop partnerships with actors from different sectors,
• Implement a global heritage strategy,
• Promote the service to municipalities and relevant EPCI.

On a geographical basis, support municipalities in energy efficiency and renovation projects for their buildings, and follow operational files:

• Analyze energy consumptions and expenses, as well as the thermal functioning of municipalities' buildings,
• Develop a multi-year program of actions and renovation works for municipalities, and advise elected officials on prioritizing actions,
• Maintain regular dialogue with elected officials to support their reflections and decisions,
• Technically and financially support the operational implementation of energy savings actions and thermal renovation works,
• Monitor, plan, and control audits and feasibility studies of thermal renewable energies carried out by external providers,
• Help municipalities in finding available funding and in the realization of financing plans,
• Communicate on actions, good practices, and experience feedback.

Create and implement organizational tools, planning, and energy monitoring:

• Implement and follow group purchasing, develop and follow energy audits markets,
• Define decision-making and investment tools and organize their implementation (contracts of objectives of thermal renewable energies, CEE project, financial engineering, subsidy program),
• Pilot and follow the ACTEE program in liaison with FNCCR (National Federation of Granting Authorities and Municipalities), Manage technicians.

- Technical training in thermal engineering and energy, Bac+4/5, - Minimum 2 years experience in managing energy efficiency projects (insulation, ventilation, and heating, thermal renewable energies), - Knowledge in managing energy efficiency projects (insulation, heating, regulation, wood-energy, geothermal), - Mastery of Microsoft Office tools, Excel database management, knowledge of GIS software, - Communication and organization skills, - Sense of pedagogy, dialogue, and listening, - Initiative spirit and methodological rigor, - Appetence for analytical and synthesis work, - Sense of organization, autonomy, and team work taste, - Particular motivations to develop a service activity, take responsibilities, and become a team manager, - Sensitivity to energy transition issues, - Driving license B required (frequent trips to municipalities and on followed sites).
