The City of Manvel (pop. 9,000+ city limits plus 10,000+ ETJ) is located 18 miles from downtown Houston and offers access to all the amenities of a major metropolitan area but is far enough away to offer the relaxed lifestyle of a family-oriented community. Manvel is rapidly changing from a rural community to a suburban city and is one of the largest cities in the Houston area with more than 40 square miles inside the city limits and extraterritorial jurisdiction (ETJ).
Job SummaryThe GIS Technician is an entry level GIS position in the City of Manvel’s Development Services Department reporting to the GIS Specialist. The GIS Technician supports our city GIS operations by creating and maintaining spatial data and maps. This position involves assisting with general data maintenance tasks and working closely with the GIS Specialist to ensure the accuracy, integrity and completeness of the GIS database datasets.
Essential Functions- Performs quality control for database maintenance. Reviews and checks input and output in a GIS editing environment.
- Use Esri software like ArcGIS Pro, ArcGIS Online, Survey
123, Field Maps, Dashboards, and Experience Builder to create and maintain GIS data. - Convert survey data, CAD drawings, plats, and legal descriptions into GIS formats.
- Create, edit, and maintain GIS layers and spatial datasets using ArcGIS Pro and ArcGIS Online.
- Perform spatial and tabular data analyses to support various departments.
- Assist in maintaining city-wide addressing systems and utility mapping.
- Create basic maps, reports, and dashboards for internal and external users.
- Occasionally assist with field data collection using mobile GIS apps or GPS.
- Explain GIS concepts and data clearly to staff without a GIS background.
- Provide GIS support for local user groups or attend meetings as needed.
- Proactively stay updated on industry trends, GIS best practices, and emerging technologies.
- Collaborate with public safety, utilities, and other City departments to ensure GIS layers are accurate and ready for use.
- Available to provide accurate maps, data updates, and real-time GIS support for Emergency Management Operations before, during, and after an emergency event.
- Support emergency planning, situational awareness, and disaster response through the creation and maintenance of GIS products used by emergency management personnel and field crews.
- Education and Experience
- Associate's degree in Geographic Information Science, Geography, Computer Science, Management of Information Systems or a closely related field.
- Bachelor’s degree in Geographic Information Science, Geography, Planning, Computer Science, or similar field with GIS Coursework is preferred.
- Minimum 1-year professional GIS experience or 2 years academic GIS experience preferred.
- Knowledge, Skills, and Abilities
- Beginner to intermediate level knowledge of ESRI products.
- Basic understanding of maps, projections, and spatial analysis.
- Ability to read plats, legal descriptions, and engineering drawings.
- Able to multitask and work independently.
- Python or scripting skills are a plus.
- Effective oral and written communications skills, including the ability to relate technical information to the lay person, as well as interpersonal communication.
- Ability to effectively manage time.
- Physical Requirements
- Some tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items.
- Environmental Requirements
- Some tasks require exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
- Some tasks require exposure to extreme heat/cold or extreme weather conditions.
- Some tasks require exposure to strong odors and/or smoke.
- Some tasks require exposure to strong and/or toxic chemicals.
- Some tasks require exposure to dust or pollen.
- Sensory Requirements
- Some tasks require sound perception and discrimination.
- Some tasks require odor perception and discrimination.
- Some tasks require depth perception and discrimination.
- Some tasks require visual perception and discrimination.
- Tasks require oral communication ability.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above-specified education and experience requirements.
