Joint Use Coordinator Tri-County Electric Cooperative (TCEC) POSITION PURPOSE

Responsible for administering and coordinating the Cooperative's joint use and pole attachment program. Supports the management of attachment agreements, application processing, compliance monitoring, attachment audits, make‑ready coordination, billing activities, and infrastructure record‑keeping. Works collaboratively with internal departments, telecommunications providers, contractors, and external stakeholders to protect Cooperative assets, ensure compliance with applicable standards, and support effective administration of pole attachment activities.

JOB DIMENSIONS Internal Responsibility

Partners with Engineering, Operations, GIS, Accounting, Legal, and other departments to administer the Cooperative's joint use and pole attachment program. Coordinates attachment applications, audits, compliance efforts, billing activities, infrastructure records, and make‑ready requirements while supporting organizational objectives related to asset protection, operational efficiency, and revenue management.

External Responsibility

Serves as the primary point of contact for telecommunications providers, broadband companies, cable operators, consultants, contractors, utility partners, and governmental entities regarding pole attachments and joint use matters. Coordinates attachment audits, compliance initiatives, dispute resolution, and construction‑related activities while professionally representing the Cooperative's interests.

PRINCIPAL

ACCOUNTABILITIES
  • Models the TCEC Essential Attributes as a regular pattern of behavior and self‑awareness. Inspires others to do the same.
  • Administers the Cooperative's joint use and pole attachment program.
  • Administers all joint use agreements, pole attachment agreements, licenses, permits, application reviews, and make‑ready coordination activities.
  • Coordinates annual and periodic pole attachment audits and supports compliance with applicable agreements, Cooperative standards, and National Electrical Safety Code (NESC) requirements.
  • Maintains accurate attachment inventories, pole records, GIS information, and coordinates contractors performing attachment audits, inspections, and inventory verification activities.
  • Supports annual pole attachment billing processes, revenue forecasting, reconciliation activities, and preparation of program performance reports and metrics.
  • Investigates and assists in resolving attachment‑related disputes, unauthorized attachments, contract compliance matters, and supports legal counsel regarding enforcement actions.
  • Collaborates with internal departments and external stakeholders to support attachment‑related construction activities and infrastructure management initiatives.
  • Maintains documentation, records, and reporting requirements associated with the Cooperative's joint use and pole attachment program.
  • Maintains awareness of industry standards, regulatory developments, and best practices while supporting continuous improvement of the Cooperative's joint use program.

Performs other duties as assigned.

MINIMUM REQUIREMENTS

Education and Experience

Associate degree in business administration, engineering technology, utility management, telecommunications, GIS, construction management, or related field preferred. Equivalent combination of education and relevant experience may be considered. Minimum five (5) years of progressively responsible experience in electric utility operations, telecommunications, engineering support, asset management, joint use administration, or related field preferred. Must possess and maintain a valid Texas Driver's License.

Operational / Functional Experience

Experience coordinating infrastructure records, utility assets, telecommunications facilities, permitting activities, contract administration, compliance programs, or related operational functions. Experience with pole attachments, joint use administration, GIS systems, utility construction, or telecommunications infrastructure preferred.

Knowledge / Skills / Abilities

Strong communication, organizational, analytical, and relationship management skills. Ability to interpret agreements, technical documents, maps, engineering drawings, and regulatory requirements. Working knowledge of utility infrastructure, pole attachment practices, GIS applications, Microsoft Office products, and company software systems preferred. Familiarity with National Electrical Safety Code (NESC) standards is beneficial.
