Position: Senior Accountant - $5,000 Sign on Incentive

Overview

Under general supervision of the Director of Finance and Administration Services, the Senior Accountant performs accounting duties, including general ledger reconciliations, bank reconciliations, financial reporting, and general financial record keeping; maintains a variety of accounts and subsidiary ledgers for various city functions including developer agreements and escrows and capital assets; manages the accounts payable, receivable and cash reconciliations for the City;

assists with City budget preparation, annual audit and work papers, and performs a variety of accounting functions relative to assigned areas of responsibility. This starting pay for this position is $62,722 and can go up to midpoint - $78,403 DOQ. There is a $5,000 sign on bonus paid to the successful candidate. Essential Functions
  • Performs professional accounting functions in compliance with GAAP
    .
  • Posts data to various ledgers, registers, journals and logs according to established accounting standards and procedures.
  • Prepares journal entries.
  • Reviews cash deposits and deferred revenue and recognize revenue as required.
  • Maintains an array of accounts on the general ledger including accounts receivable, grants receivable, escrows, deferred revenues and miscellaneous accounts receivable.
  • Prepares monthly fiscal reports, special reports and annual reports and returns relating to assigned accounts.
  • Prepares and submits state and federal monthly and quarterly reports according to mandated deadlines.
  • Maintains, reconciles and audits a variety of ledgers, reports (941s, W-2s, TWC, BLS) and accounting transactions to ensure accuracy.
  • Monitors and balances various accounts including verifying availability of funds and classifying expenditures; researches and analyzes transactions to resolve problems relating to accounts.
  • Prepares bank reconciliations.
  • Assists City department heads with planning and monitoring of budgetary expenditures.
  • Stays current in Governmental Accounting Standards Board (
    GASB
    ) and Financial Accounting Standards Board (
    FASB
    ) pronouncements and changes in the accounting profession.
  • Prepares and processes payroll.
  • Assists with preparation of City’s annual budget and supporting schedules; the City’s Annual Comprehensive Financial Report (
    ACFR
    ) and support schedules and audit work papers.
  • Issues purchase orders and verifies funding and Council Approval.
  • Prepares and verifies the daily bank deposit.
  • Performs other related duties as assigned
  • Maintains department confidentiality.

Required Knowledge
  • Principles and practices of accounting, budget and finance
  • Regulations and standards governing municipal accounting activities
  • Office practices and procedures
  • Basic audit processes and procedures
  • Knowledge of operational characteristics, services and activities of an accounting program including accounts payable, accounts receivable and financial reporting.
  • Knowledge of GASB requirements and GAAP related to municipal finance administration and program development.
  • Knowledge of Federal, State and Local financial policies, laws and regulations, including tax laws.
  • Knowledge of general business practices in the field of finance and economics.
  • Knowledge of methods and techniques of developing and implementing accounting systems.
  • Knowledge of maintaining complex computerized general ledger systems.
  • Knowledge of computers and related equipment, hardware and software for development and tracking of fixed assets and banking arrangements.
  • Knowledge of municipal audit practices and procedures.
  • Knowledge of City policies and procedures.
