As Assistant Finance Director, you will play a key leadership role in helping guide the City’s financial operations while partnering across departments to support organizational goals, strategic initiatives, and high-quality service delivery to our residents.

POSITION SUMMARY

Under the direction of the Director of Finance, the Assistant Finance Director is responsible for overseeing and directing the City’s accounting and financial reporting operations. This position manages accounts payable, accounts receivable, payroll, budget, month‑end and year‑end closing processes, annual audit coordination, and financial statement preparation in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.

The Assistant Finance Director provides leadership and professional guidance to finance staff, develops and maintains internal controls, ensures regulatory compliance, and supports strategic financial planning initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Direct and oversee the City’s accounting operations, including accounts payable and receivable, payroll, bank reconciliations, fixed assets, and general ledger activities.
  • Prepare and review monthly, quarterly, and annual financial reports and statements.
  • Coordinate and manage the City’s annual financial audit, including preparation of audit schedules, reconciliations, and supporting documentation.
  • Ensure compliance with all applicable GAAP, GASB, federal, state, and local financial reporting requirements.
  • Develop, implement, and maintain effective accounting policies, procedures, and internal controls.
  • Analyze financial data and recommend process improvements to enhance operational efficiency and fiscal accountability.
  • Supervise, mentor, and evaluate accounting personnel, including assigning work, monitoring performance, and recommending personnel actions.
  • Coordinate and manage the development, administration, and monitoring of the City’s annual operating and capital budgets, including budget forecasting and expenditure tracking.
  • Review and approve purchase orders, contracts, and procurement documentation for accuracy, compliance, and fiscal responsibility.
  • Support long‑range financial planning and provide recommendations regarding budgetary controls and cost‑saving initiatives.
  • Collaborate with City departments to provide financial guidance, training, and support regarding accounting procedures and compliance matters.
  • Support the Director of Finance with strategic initiatives, departmental planning, and special projects.
  • Maintain confidentiality of sensitive financial and personnel information.
  • Perform other related duties as assigned.
Knowledge, Skills, and Abilities
  • Extensive knowledge of governmental accounting principles, financial reporting standards, and municipal finance practices.
  • Thorough understanding of GAAP, GASB standards, internal controls, and audit procedures.
  • Ability to lead, supervise, and develop staff in a professional and collaborative environment.
  • Excellent verbal and written communication skills, with strong analytical, organizational and problem‑solving capabilities.
  • Strong proficiency in Microsoft Office Suite, including advanced Microsoft Excel skills.
  • Ability to establish and maintain effective working relationships with employees, management, elected officials, and the public.
REQUIRED QUALIFICATIONS
  • Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, or a closely related field is required.
