Budget Analyst II

About this roleThe Budget Analyst II works under the direction of the Budget Director, performing complex fiscal analysis to support institutional decision‑making. The role uses and modifies computer budget models to produce operating budgets, evaluates financial information systems, and develops budget/fiscal policies for management staff.
Responsibilities- Assist the Budget Director in preparing the University budget.
- Conduct budget reviews and financial analysis on requested accounts.
- Track changes to departmental positions and operating budgets (baseline worksheets).
- Monitor and analyze departmental budget accounts, coordinate with account managers to address routine issues.
- Track budget and expenditures, flags, account deficits, and other budget‑related functions.
- Monitor project budgets, expenses, lease and articulation agreements, and payment applications; coordinate results with Procurement, Facilities, CFO, and Budget Director.
- Prepare documentation and spreadsheets for the annual merit process, including analysis and funding.
- Develop business analyses using Business Objects software.
- Create, monitor, and maintain financial metrics for management (Fact Sheet, THECB, etc.).
- Assist with revenue/formula funding analysis for new or changed academic programs.
- Provide financial analysis for Procurement RFPs.
- Prepare graphical and narrative presentations as assigned.
- Assist with legislative reports and analyses, including the biennial Legislative Appropriations Request.
- Interpret financial transactions in FAMIS, Canopy, FAMISweb, and Workday.
- Provide budgeting and financial support to University divisions such as Marketing Communications and Philanthropy & Engagement.
- Assist with budget and financial analysis for the Academic Review Cycle.
- Prepare monthly management reports.
- Create, develop, and administer budget training.
- Assist with year‑end processes.
- Manage special projects for the Vice President for Finance & Administration as needed.
- Assist other departments within the Division of Finance & Administration as needed.
- Bachelor’s degree in Business, Finance, Accounting, or an applicable field, or equivalent education and experience.
- Three (3) years of related experience.
- Experience using computer skills and technology to access data, maintain records, and generate reports.
- Advanced knowledge of spreadsheet and word‑processing applications.
- Excellent verbal and written communication skills.
- Strong interpersonal and customer‑service skills.
- Ability to multitask and work cooperatively with others.
- Ability to handle sensitive information and maintain confidentiality.
- Master’s degree.
- Related budgeting or accounting experience in higher education.
Salary Range: $55,000–$65,000.
