This position can report out of either Johnson City or Cedar Park, TX. Travel between both locations will be required.

$ Minimum Starting Base Pay* + KPI Bonuses + Competitive Benefits

Position Summary

This position is responsible for supporting strategies and operations of the organization’s regulatory affairs function, which ensures compliance with governmental regulations or standards.

  • Serve as a subject matter expert for regulatory tariff filings and rate cases before the Public Utility Commission of Texas (PUC), including wholesale transmission service tariffs and transmission cost of service cases.
  • Develop and manage compliance filings and submittals to regulatory entities, including the Electric Reliability Council of Texas (ERCOT), the PUCT, and other regional or local governmental authorities.
  • Manage PUC Certificate of Convenience and Necessity activities, including regulatory case management for transmission lines and substations and coordination with other utilities and regulatory agencies.
  • Work with cross‑functional teams of subject matter experts to manage, develop, and submit required reporting to the PUC, including monthly transmission construction reports.
  • Manage and externally advocate Cooperative’s position with respect to proposed regulatory rule makings, including coordinating with external stakeholders and advising Cooperative executives on rule making impacts.
  • Interpret regulatory standards and support strategy development for ensuring compliance.
  • Represent the organization in meetings with regulatory authorities.
  • Track pending changes in the regulatory environment to allow for efficient organizational response to new legislation or regulatory requirements.
  • Participate and represent the Cooperative in industry groups when in the interest of the business and its operations.
  • Develop and sustain relationships with regulatory entities, stakeholder groups, and market participants.
  • Serve as a liaison with regulatory entities on behalf of the Cooperative and support internal coordination efforts with regulatory authorities.
  • Keep abreast with industry affairs by tracking emerging trends in the industry.
  • Analyze policy and regulatory trends that could positively or negatively impact company operations and business development opportunities and provide reporting and integration plans to key business leaders.
  • Support the internal cross‑functional analysis and development of the Cooperative’s regulatory policy positions and advocate the position through participation in the stakeholder processes.
  • Perform a substantive review of applicable regulatory and policy issues, including when appropriate a cost impact to the Cooperative and its members.
  • Maintain the security of confidential information.
  • Stay abreast of advances in technology.
  • Demonstrate regular and prompt attendance.
  • Performs other related duties as necessary or assigned.

Provide technical direction, advice, and mentorship to others.

Knowledge, Skills & Abilities
  • Knowledge of federal, state, regulatory and legislative developments that affect the electric industry in Texas.
  • Knowledge of electric utility transmission, distribution, and/or wholesale power operations.
  • Knowledge of the ERCOT market and ERCOT stakeholder process.
  • Knowledge of PUCT regulatory filing and contested case processes.
  • Knowledge of business and management principles, including strategic planning, resource allocation, leadership techniques, and budgeting.
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information.
  • Knowledge of principles and processes for providing customer service.
