General Description
The Office of Inspector General (OIG) is the independent law enforcement agency dedicated to maintaining the safety and security of the Texas juvenile justice system. OIG inspectors investigate criminal allegations involving TJJD juveniles, employees, facilities, contractors, volunteers, and programs. They hold all powers accorded to peace officers under the Texas Code of Criminal Procedure and oversee security and anti‑contraband efforts at the county and state levels.
The OIG operates a 24‑hour Incident Reporting Center, compiles investigative reports, and monitors compliance with TJJD policies.
- Oversee and conduct administrative investigations of youth abuse, neglect, and exploitation, interview witnesses and involved parties, and collect and review evidence.
- Conduct investigations of employee misconduct, identify investigative issues, recognize violations, formulate conclusions, and testify in court and official proceedings.
- Summarize investigative findings and submit objective, factual investigative reports that verify or challenge every element of alleged offenses.
- Plan and organize the scheduling of administrative investigations and related activities to use time and resources efficiently, and collaborate with other departments to minimize duplication.
- Collect and analyze data on serious incidents (e.g., attempted suicides, escapes, reportable injuries, youth‑on‑youth assaults, sexual conduct) to assess risk and compliance with state laws and TJJD rules; exchange information with state or federal law enforcement.
- Consult with division management to resolve investigation process issues, identify training needs, assess effectiveness of investigative techniques and policies, recommend improvements, and assist in developing action plans.
