THE POSITION
The Management Analyst provides management support and serves as a liaison between assigned County departments, the County Administrative Office, and the Solano County Board of Supervisors by reviewing and analyzing budget requests, expenditures, agenda items, contracts, and other items requiring approval or concurrence by the County Administrative Office or Board of Supervisors. The Analyst also monitors programmatic, personnel, and fiscal activities of assigned County departments and provides consultation to departments and information to the Board and County management team on a broad range of issues.
This position reports to the Assistant County Administrator who supports the County Administrator and works in a team environment with other analysts and the budget officer to produce budgets, agenda reports, and policy reports for the County.
The Management Analyst series consists of four management level classes used exclusively in the County Administrator’s Office, of which the principal is the highest level within the series.
This is an at-will, exempt position. The position is subject to the discretion of the appointing authority.
THE IDEAL CANDIDATEThe ideal candidate should have a positive outlook, be able to work in a fast‑paced environment, and manage multiple priorities in a fluid, continuously evolving government operation. The individual should demonstrate experience and exhibit the following characteristics:
- Familiarity with county government services;
- Participating in management, policy, and fiscal matters with county‑level, agency‑wide, and intergovernmental impact on state, county, city, or special district;
- Leading a team or teams of analysts and support staff;
- Developing, analyzing, and monitoring the agency budget and fiscal matters;
- Strong technical skills and an ability to identify challenges or problems and conceive of analytical strategies to work toward solutions;
- Strategic thinking and planning with a realistic but visionary approach;
- Outstanding written and oral communication skills;
- Honesty, integrity, diplomacy, patience, a strong work ethic, and a sense of humor.
Management Analyst (Senior): $ – $ per year
Experience: Five (5) years of work experience in the public sector involving fiscal operations and analysis, budget development, financial/budget analysis, legislative analysis, operational management, and general management of various county functions; and at least five years of experience comparable to this position.
Education: Bachelor’s degree from an accredited college or university, preferably in business administration, public administration, economics, political science, or a closely related field.
EDUCATION AND/OR EXPERIENCE REQUIREMENTS (PRINCIPAL)Management Analyst (Principal): $ – $ per year
Experience: Five (5) years of public sector experience including administrative, analytical, budgetary, fiscal, policy, and/or program work requiring data analysis and interpretation. At least two years must be at the advanced‑journey level comparable to the County’s Management Analyst (Senior) class.
Education: Bachelor’s degree in public financial management, business or public administration, economics, policy analysis, or related fields. Master’s degree is desirable.
The objective of these minimum qualification patterns is to provide a candidate capable of full‑scope management direction to professional staff and participation in county‑wide and intergovernmental fiscal matters.
Budget and fiscal management experience in Solano County service is usually required though other governmental or private enterprise experience may also be acceptable.
