TDEM County Liaison Officer, Dallam Agency Texas Division of Emergency Management

Location:

Dalhart, Texas. Salary: $4,888.00 monthly. Job Type: Staff.

General Description

The Texas Division of Emergency Management (TDEM) is an emergency response entity. This position performs complex consultative services and technical assistance, supporting the planning, development, and implementation of local/county emergency management programs and providing technical assistance to program staff, governmental agencies, community organizations, or the public. The officer assists with local emergency operations centers (EOCs) or Disaster District Emergency Operations Center (DDEOCs) during planned and unplanned events, works under limited supervision with moderate latitude for initiative and independent judgment, and is assigned a fleet vehicle.

Availability for after‑hours and weekend work is required; the candidate must be able to operate outside regular hours during activations in the field, DDEOC, or State Operations Center, and deploy from the duty station for extended periods post‑disaster with minimal rest. Within 90 days of hire the selected candidate must reside within the assigned county.

Job Duties and Responsibilities
  • Support the coordination of emergency management programs with local governments, emergency response organizations, regional organizations, TDEM, other state agencies, volunteer groups and private industry.
  • Perform incident management within the assigned county and advise local governments on emergency management programs.
  • Maintain communications with county, district, and administrative staff to facilitate comprehensive understanding of the county’s emergency management program.
  • Assist local officials with disaster recovery programs and other financial disaster assistance.
  • Utilize evaluation strategies to determine the progress of emergency management programs and recommend revisions.
  • Brief divisional officers or appropriate officials with information during an emergency or threat to public safety or property.
  • Support planning, development, and evaluation of emergency management, public safety, or homeland security programs.
  • Act as liaison between local officials, volunteer group representatives, TDEM, state, federal agency representatives, and other potential disaster responders.
  • Conduct initial damage surveys and needs assessments for disasters and prepare a range of reports.
  • Evaluate local/county programs for compliance with laws and regulations related to emergency management.
  • Assist in preparing and supporting the Disaster District Emergency Operations Center during events, and serve as a support member of the state staff at the Joint Field Office or other incident facilities.
  • Maintain regular attendance and work extended hours as needed.
  • Travel up to 40% and drive as required.
Minimum Qualifications
  • Associate’s degree from an accredited college or an equivalent combination of education and experience.
  • OR two (2) years’ work experience with thirty (30) semester hours equal to one (1) year of education.
  • County residency required.
Preferred Qualifications
  • Bachelor’s degree from an accredited four‑year college or university.
Knowledge,

Skills and Abilities
  • Working knowledge of, or the ability to rapidly assimilate information related to local/county, TDEM, state, and federal regulations, legislation, guidelines, policies, and procedures.
  • Knowledge of the principles and practices of emergency management, hazard mitigation, disaster recovery, disaster preparedness, or emergency response.
  • Proficient in building and maintaining professional relationships with internal and external customers.
  • Skill in operating a variety of office and specialized equipment, including a laptop with Microsoft Office Suite, plotter, projector, camera, GPS device, binoculars, palm device, communications devices such as two‑way radio, satellite radio/phone, and other specialized audio‑visual equipment within the EOC.
  • Ability to work outside normal hours during emergencies and communicate and present to diverse groups.
