Job Title

The purpose of this position is to provide specialized administrative, operational, and enforcement support for the Community Development Department, including Code Compliance and neighborhood improvement initiatives.

Essential Responsibilities:

  • Serves as a liaison between residents, neighborhood associations, and the Town.
  • Reads, interprets, explains, applies, and facilitates voluntary compliance with Town Codes, ordinances, and construction standards. As needed, also facilitates enforcement related activities.
  • Interacts with the community and builds relationships by assisting the Community Development Director with neighborhood and community projects including Town Halls, Farmers Markets, HOA meetings, Arbor Day and other outreach activities.
  • Collaborates with Public Works and Police departments to resolve complex neighborhood issues.
  • Exercises sound judgment and strong interpersonal skills when consulting with property owners regarding code violations.
  • Communicates effectively—verbally, in writing, and non-verbally—in a manner that accurately reflects Town Codes, ordinances, building standards, and core values.
  • Patrols the Town and responds to citizen complaints noting violations and variances from property codes and ordinances.
  • Enforces zoning and substandard building regulations.
  • Inspects premises for overall cleanliness; adequate disposal of garbage and rubbish; and for signs of vermin infestation.
  • Inspects short term rental properties and communicates with property owner's requirements of the Short-Term Rental Program.
  • Prepares and issues forms, letters, and/or citations notifying property owners and/or tenants of violations, and the time frame allowed for correcting deficiencies.
  • Schedules and conduct premise re-inspections in accordance with the time frame allowed for compliance. Reviews historical location as a component of determining future and/or progressive action in order to gain compliance.
  • Explains requirements of housing standards ordinance to property owners, building contractors, and other interested parties.
  • Coordinates health and safety immediate action remedies with property owners and, as necessary, with Town contractors.
  • Prepare evidence in support of legal actions taken by the Town. Testifies in court and/or hearings as necessary.
  • Attend meetings, cooperate with, and serves as a resource to other Town departments, divisions, community groups, and local, state, and federal agencies regarding code enforcement.
  • May perform other assignments and handle special projects as required.
  • While driving through the Town on-duty, stopping in safe manner to remove small-scaled junk or debris in the public right of way and stopping in safe manner to document large junk and debris for follow-up by contractors.
  • Regular and timely attendance is required as well as the ability to get along with others in a professional manner.

Education:

High school diploma / GED plus one-year related experience; or equivalent combination of education and experience.

Skills:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical

Skills:

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
