SUMMARY

Senior Code Compliance Officer is an exempt position; must be a self-starter and operate with a minimal amount of direct supervision; position reports to the Planning & Community Development Manager; performs a full range of assigned duties in the Code Compliance area; requires a high skill level and the ability to perform under a complex assignment of projects with multiple complex violations and a great amount of time working in the field verifying and enforcing town and/or state code or policy violations regarding land use laws supporting efforts regarding public welfare, public safety, public nuisances, public health conditions on property, and property maintenance, including, but not limited to litter control, high grass and weeds, accumulation of garbage or accumulation of junk or junked vehicles, trash, residential parking violations;

performs other related work as assigned, with ultimate goals of protecting all residents and assisting in protecting residential and business property values.

ESSENTIAL JOB FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related or a logical assignment to the class:

  • Investigates complaints regarding the municipal code and/or state laws and interviews witnesses or neighbors as necessary; gathers evidence and documents all information required to initiate a violation report.
  • Patrols the town in a proactive manner to identify immediate public safety and health violations; responds to dispatched calls for service from citizens or Town staff.
  • Conducts onsite inspections and re-inspections, investigates and determines existence and type of zoning, housing, signage, health, noise, animal, public safety, property maintenance and/or nuisance code violations and initiates corrective actions to bring about compliance; determines time frames for compliance achievement; issues notices of violations and citations.
  • Answers inquiries from and advises property owners, builders and the public regarding compliance with zoning and health regulations, property maintenance standards, regulatory practices and current active code enforcement cases; responds to citizen complaints regarding potential code violations; conducts research regarding property ownership, current and past permits and applications, and applicable codes; coordinates code enforcement actions with other Town departments and other governmental agencies when necessary.
  • Consults with and coordinates activities with the Planning & Community Development Manager, local law enforcement officers and other Town staff.
  • Plans and recommends code enforcement strategies and policies; develops code enforcement procedures and schedules; assists planners in preparing new municipal codes or revising existing ordinances.
  • Prepares correspondence to educate the public and advise individuals on the status of code enforcement activities.
  • Develops permit conditions standards, streamline checklists, and inspection procedures; maintains accurate, complete records of complaints, inspections, violations, and citations; prepares periodic written reports detailing code enforcement activity and results.
  • Approach public relations as a means to foster public awareness and understanding of code enforcement goals and mission, to obtain public support, to build valuable relationships and network to further the cause of public health and welfare. This may be accomplished through attending meetings and functions, participating in regional activities, taking on responsibilities within other organizations, speaking engagements, etc.
  • Approach office administration as a means to facilitate and maintain pertinent information to keep the code enforcement functions moving smoothly. This may be accomplished through copying documentation, follow-up on meeting discussions, monitoring progress of activities, monthly and quarterly reports for state, budget compliance and preparation, record keeping, etc.
