Fire Marshal​/Code Enforcement Officer

POSITION SUMMARY

The Fire Marshal and Code Enforcement Officer will administer fire prevention and property code enforcement activities for the City of Iowa Colony. The position inspects properties and occupancies, reviews plans, investigates complaints and fires, documents findings, works with owners to achieve compliance, and takes authorized enforcement action. The employee coordinates with City departments, emergency responders, businesses, contractors, residents, and other agencies.

Work combines office duties, field inspections, and response to emergencies.

• Enforce the City’s adopted fire code, fire prevention ordinances, and applicable fire and life safety requirements within the position’s delegated authority.
• Inspect commercial, industrial, institutional, and public occupancies and applicable residential properties for fire and life safety compliance; identify hazards, document deficiencies, and conduct follow up inspections.
• Conduct or coordinate annual hazard inspections, fire flow and fire protection system testing or witnessing, and prefire planning activities as assigned.
• Review plats, development and construction plans, permit applications, and related documents for fire access, water supply, fire protection systems, and other applicable requirements; provide written comments and coordinate with Planning, Permitting, Building Inspections, Utilities, Public Works, and responding fire departments.
• Interpret fire code requirements and provide technical assistance to staff, owners, builders, contractors, developers, and the public concerning safe construction and fire protection systems.
• Investigate or assist in investigating the origin and cause of fires within the City as authorized and in coordination with responding agencies; preserve evidence, prepare reports, and maintain fire incident records and statistics.
• Administer fire prevention education and outreach programs and support ISO prefire plans, documentation, and audits.

• Research City codes, zoning ordinances, permit history, and property ownership records to evaluate possible violations.
• Investigate complaints involving residential and commercial properties; visually inspect lots, fences, signs, dumpsters and enclosures, primary and accessory structures, and other conditions for compliance with adopted zoning, building, property maintenance, and nuisance standards.
• Maintain accurate case files, inspection notes, photographs, correspondence, notices, and timelines for all enforcement activity.
• Contact owners and occupants, schedule inspections, explain requirements, and work toward timely, practical compliance.
• Issue notices of violation and citations, seek warrants when authorized, conduct follow up inspections, and refer unresolved matters for further action in accordance with City procedures and applicable law.
• Prepare court filings and case materials and testify regarding observations, records, and applicable City requirements.
• Process documentation for mowing, securing, cleaning, drainage, and other authorized abatement actions; coordinate with appropriate departments and vendors.
• Identify and remove illegal temporary signs when authorized by City ordinance and procedure.

• Respond promptly to calls, emails, questions, and complaints from residents, businesses, City staff, and other agencies; explain code requirements clearly and professionally.
• Keep supervisors and management informed of significant hazards, recurring violations, sensitive cases, and matters requiring direction.
