Construction Services Procurement Manager

Essential Duties & Responsibilities

The Construction Services Procurement Manager reports to the Senior Manager or Director, Construction Services Procurement and is responsible for planning, budgeting, sourcing, supplier performance management and stakeholder management of Construction, Design, and Commissioning. The role will develop long‑term business strategies aligned with key QTS stakeholders, executives, and other Global Procurement leaders to drive results directly linked to the business goals that contribute to QTS’s position as a leader in the market it serves.

Essential duties include running RFPs for the QTS Development program (Construction, Design, and Commissioning), ensuring accurate cost and schedules are provided to Development Program Managers in support of budget approvals and project schedule planning, providing weekly procurement status updates and recommendations to executives, analyzing category spend management opportunities, conducting research to understand the supply market and commodity trends, developing and deploying strategic plans, tracking KPIs, and ensuring QTS policies and processes are followed, continuously improving processes and systems.

The manager collaborates with Global Procurement leaders to ensure alignment and execution of category strategies, identifies and implements procurement initiatives to improve speed to market, quality, and total cost of ownership, and manages risk by developing contingency plans and risk management strategies.

Lead ongoing category management activities within assigned spend categories, develop RFP packages and lead competitive sourcing events to secure commercial value and risk mitigation, support construction projects through contract development and issue resolution, develop supplier performance KPIs, conduct performance evaluations, lead business reviews (weekly meetings, QBRs, problem resolution), liaise with Site Operations, Suppliers, Finance, and lead process improvement initiatives. The role requires travel to QTS sites, OEM facilities, trade conferences, and networking events.

• 4–5+ years of experience in construction management, preconstruction, project management, superintendent, sourcing, or procurement, with a bachelor’s degree in procurement, supply chain management, engineering, business administration, or related field.
• Experience in contract development, execution, and management.
• Strong relationship‑building skills with key stakeholders, including gathering category requirements and specifications.
• Conflict resolution and problem‑solving abilities.
• Experience developing long‑range sourcing plans to reduce total costs and optimize supplier value.
• Demonstrated procurement leadership experience within indirect categories or equivalent education/training.

• 5+ years of direct experience in global supply chain management, project management, category management, strategic sourcing, contract negotiations, and vendor management across multiple categories.
• Experience in facility management, critical electrical and mechanical equipment, construction design and construction, and professional services.
• Experience in data center construction.
