Position: Property Manager (Town Council)
Location: Anson

  • Perm with AWS and Bonus
  • Central & East area
  • Must have experience working in town council / HDB settings
  • Strong communicaton and stakeholder management skills with experience handling residents’ feedback and working with grassroots advisors or MPs.
Key Responsibilities
  • Oversee the day-to-day estate management of HDB residential blocks, common areas, and community facilities within the Town Council’s jurisdiction
  • Act as the primary liaison between residents, grassroots leaders, Town Councillors, contractors, and government agencies
  • Supervise conservancy and maintenance contractors to ensure cleanliness, essential maintenance services, and estate upkeep are delivered according to contract specifications
  • Coordinate and monitor routine servicing and ad-hoc rectification works (e.g., lift maintenance, lighting, plumbing, roofing, repainting works, cyclical maintenance programmes)
  • Conduct regular estate inspections and follow up on residents’ feedback, service requests, and defect rectifications in a timely manner
  • Support budgeting and financial monitoring, including tracking of service & conservancy charges (S&CC), arrears follow-up, and contract performance
  • Ensure compliance with Town Council Act, HDB guidelines, BCA and SCDF regulations, and other statutory requirements
  • Prepare and present monthly estate reports, operational updates, and improvement proposals to the Town Council
Requirements
  • Diploma / Degree in Estate Management, Facilities Management, Building Services, or related discipline.
  • At least 4-5 years of relevant experience in Town Council, HDB estate management, or managing agent operations.
  • Good understanding of the Town Council Act, HDB regulations, and public estate maintenance standards in Singapore.
  • Strong stakeholder management skills with experience handling residents’ feedback and working with grassroots advisors or MPs.
  • Proactive, hands-on, and comfortable working on-site within a public housing environment.
