Director Of Housing Position
In a context of dynamic and attractive territory driven by the welcome of the EPR2 project in Penly, an industrial and economic project of great scale (12,000 employees expected at the peak of the project, more than 3,700 homes to be produced by 2030) and the exercise of new competencies in the field of housing increasingly structuring, the Dieppe-Maritime conurbation strengthens its organization to meet these challenges, with the creation of a director of housing position that will oversee, coordinate, and develop community housing policies.
Dieppe-Maritime notably manages housing aid for public and private housing, animates the House of Renovation, leads actions to mobilize vacant homes, develops the Housing and Land Observatory, and implements operational projects for the reception and housing of travelers. Under the authority of the director of the sector, he/she will direct the housing service (team of 8 agents). This position is based in Rouxmesnil-Bouteilles.
Missions:
- Piloting the housing policy of Dieppe-Maritime
- Implementing the competencies "social balance of housing" and "welcome of travelers"
- Defining and declining the community housing strategy in connection with the major projects of the territory
- Ensuring a strategic follow-up of the construction operations of housing in connection with the major project EPR 2
- Piloting, animating, and evaluating the devices and programs, ensuring a strategic follow-up of the implementation of the PLH
- Animating the partnership with institutional actors
- Reinforcing the coordination and operational follow-up with landlords, operators, and municipalities
- Providing advice and assistance to municipalities
- Piloting and animating the housing and land observatory
- Following the regulatory procedures and piloting calls for projects and studies
- Supervising teams and ensuring the management of the service by developing transversality and project management culture
- Ensuring coherence and a close link with the planning service and land policy
- Elaborating and executing the budget of the housing service
Knowledge (e.g., general or specialized theoretical knowledge necessary to occupy the position):
- Higher education in housing, territorial planning, urbanism, territorial development, or equivalent acquired through experience.
- Confirmed experience (+/- 5 years) in the piloting of public housing policies or in a similar position.
- Mastery of the regulatory framework of public housing policies, housing, and territorial planning.
- Mastery of the issues related to the conduct of territorial projects, planning, and development of housing policies.
- Knowledge of the main legislative and regulatory devices (Code of Construction and Housing, SRU laws, DALO, ELAN…).
- Knowledge of the financing devices of social housing, housing improvement, and housing aid.
- Good knowledge of the organization, functioning, and institutional environment of territorial communities.
- Good knowledge of institutional actors and housing partners (State, ANAH, landlords, EPFN, municipalities, operators…).
Know-how (e.g., working methods, knowledge of practices and techniques corresponding to experience):
- Piloting complex projects and public policies.
- Supervising, animating, and federating a team.
- Developing and animating partnerships.
- Conducting negotiations and accompanying decision-making.
- Elaborating diagnoses, strategies, and pilotage tools.
- Mastering office tools and communication techniques.
