Arapahoe County is looking for a world class Child Support Enforcement Supervisor to manage the daily operations of specialized programs, provide supervision and leadership to staff and ensure program goals are achieved and customer needs are met. As part of our cohesive team you will supervise two specialized teams of intake/case initiation and foster care case support or specialized units for case review & adjustment/modifications and orders & paternity establishment operating under Title IV-D of the Social Security Act.
As part of your role as our CSE Supervisor you will supervise Grant Projects, including 1115 and Special Improvement Project Grants from the Federal Office of Child Support Enforcement, including staff assigned to those projects, under the direction of the Division Manager.
Duties Utilize Your Supervisory And Program Management Skills To- Hire and provide on-boarding for new employees;
- Mentor, coach and provide career development advice and support for staff;
- Develop and maintain training curriculums and resources for individual staff and or positions;
- Establish realistic yet challenging performance growth goals for staff, define and set and communicate clear standards of performance; provide frequent feedback on performance, document and evaluate employees' performance regularly;
- Act as a catalyst to actualize and maximize employee performance;
- Provide daily supervision of and support for staff; and
- Address performance issues, develop Performance Improvement Plans, and tracks performance for adherence to the plan and make recommendations for termination when appropriate.
- Develop meeting content, schedule and conduct staff, team, and individual meetings;
- Develop unit work plans, allocate resources, and establish priorities, deadlines and boundaries while serving as a role model to staff;
- Plan, organize, delegate and develop individual work assignments to ensure goals and objectives are met;
- Manage staff leave and work schedules to ensure appropriate coverage and customer service.
- Plan and develop systems, strategies, and projects by analyzing trends and other data in order to formulate plans designed to assist staff in achieving individual, County, and State goals.
- Resolve complaints from internal and external sources;
- Review difficult and or complicated cases referred by staff to facilitate resolution to complex financial and legal issues. Coach staff and facilitate stipulations and settlement agreements between parties and their attorneys;
- Contribute knowledge, ideas, concepts, and expertise, in internal meetings, and on committees, subcommittees, and work groups, at the State and County level to influence positive program and division development;
- Foster an environment for the promotion of creative problem solving by authorizing staff to enter into creative agreements that fall outside the normal boundaries or standards while determining when appropriate to meet the best interests of the child who is or would be the subject of a child support order; and
- Collaborate with State and County personnel when implementing projects and policies.
Utilize your expert Knowledge in Child Support Enforcement and Analytical skills to:
- Clarify and interpret complex financial and legal matters and documents with colleagues and staff, and other agencies to determine appropriate course of action or solutions;
- Identify and correct compliance issues, monitor, maintain, and analyze statistics for goal attainment;
- Understand and ensure Division adherence to applicable Federal Regulations, Colorado Revised Statutes (particularly Titles 13, 14, 19, and 26), County Rules, Policies and Procedures, Colorado Department of Human Services Staff Manual Volumes 3, 6, and 7, Rules of Civil Procedure, and application of Administrative and Judicial processes;
- Review the Monthly Monitoring Report and other reports, analyze appropriate data contained on the reports, and initiate resolution through training, re-directing workflow, planning and implementing procedural or policy changes, and conducting coaching to ensure the Division maximizes success and outcomes;
