Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

Position Summary

Amentum is currently seeking a qualified candidate to serve as a Senior Advisor to the North Macedonia Corrections Intelligence Unit (CIU). This advisor will work closely with the North Macedonia CIU within the Directorate for the Execution of Sanctions (DES) on a day-to-day basis. The advisor will provide in country training, mentor and build capacity within the unit to address high-risk threats – including terrorism-related threats in prisons and detention centers – through the collection, analysis, and sharing of relevant information/intelligence necessary to identify and monitor threats posed by terrorist offenders to prevent future terrorist activity, radicalization, recruitment and transnational criminal activity.

This includes establishing partnerships with North Macedonia law enforcement, security agencies, and criminal justice partners and within a rule of law framework. The advisor will coordinate with the ICITAP Law Enforcement Assistance Attache and as needed, other personnel at U.S. Embassy Skopje. The advisor will coordinate with the ICITAP CIU Advisor and Program Coordinators in Albania and Kosovo where applicable.

Job Duties and Responsibilities
  • A comprehensive understanding of corrections from line officer level up to top managerial beyond the warden/superintendent level.
  • Candidate will be able to expertly advise the DES/CIU on best practices to enhance the overall criminal justice system by complying with Internationally accepted standards and norms.
  • Candidate will assist the DES/CIU in developing plans that map out effective strategies for the successful management of violent extremist offenders and how to reduce radicalization in the prison system.
  • Candidate will assist the DES/CIU in developing Standard Operating Procedures (SOPs).
  • Mentor and advise DES/CIU officials on the management of extremist prisoners.
  • Accompany DES/CIU staff on trainings.
  • Integrate DES/CIU into other CT-funded terrorism-related capacity building efforts within the North Macedonia interagency to ensure continuity post-release.
  • Procure equipment and the training necessary to support the CIU, such as software, cell phone detection equipment, etc.
  • Provide training to CIU members on best practices as a subject matter expert.
  • Convene and coordinate key European donors to assist in rehabilitation and reintegration of terrorist inmates.
  • Demonstrate the ability to innovatively plan, lead and direct individuals, as well as efficiently and effectively manage a dynamic array of corrections development programs designed to discourage violent extremist activity in host country jails and prisons.
  • Candidate will develop, implement and manage processes for the sustainability of programs and projects devised to aid in countering extremist behavior in host country jails and prisons.
