Responsibilities

Texas Civil Commitment Office (TCCO) Case Manager provides supervision and case management services to sexually violent predators that have been civilly committed to a sex offender treatment program under the Health and Safety Code, Chapter 841. This includes monitoring and surveillance on clients through GPS tracking and/or electronic monitoring, coordinating services for clients, enforcing all conditions and terms of the civil commitment, and disseminating information concerning program functions to public entities.

The role involves coordinating with multiple agencies regarding treatment and supervision, continuously researching and developing resources to meet client needs, and performing duties with limited supervision and substantial latitude for initiative and independent judgment. May be housed in a facility. Performs other job-related duties as assigned.

Essential Job Functions (EJFs)

  • Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned.
  • Conduct interviews with clients committed to the sexually violent predator treatment program and ensure compliance with all court commitment orders.
  • Prepare affidavits and reports, investigate violations of the order of commitment, and take appropriate action for non-compliance.
  • Coordinate and communicate with law enforcement task forces during warrant execution and apprehension of a sexually violent predator.
  • Monitor adjudication of alleged violations through the judicial process.
  • Prepare legal documents and other reports for judges, attorneys, and the court system.
  • Communicate and coordinate with the prosecution unit; monitor pending civil commitment trials and provide testimony when required.
  • Provide judicial recommendations regarding civil commitment status.
  • Complete required documentation within specified time frames.
  • Install and provide monitoring on clients tracked by GPS; audit and investigate client locations against GPS data; manage GPS equipment inventory.
  • Collaborate with other professionals involved with the client; coordinate interagency case management.
  • Conduct face-to-face field visits to client locations, including home residences; coordinate with multiple agencies.
  • Document all contacts with clients or collateral contacts in the database and record all relevant facts and events.
  • Document referrals, correspondence, and other pertinent information; assist clients with referrals to sex offender treatment and medical or mental health treatment.
