Position Description
Directs and manages activities of the Flight Services section to include the statewide air transportation system plan, aircraft charter operations and aircraft maintenance activities. Recommends policy, procedures, staffing and funding required to execute division programs. Reports to the Director, Fleet Operations Division Division. Manages professional, technical and administrative employees. Work requires extensive contact with high-level executives, governmental officials, general aviation services administrators and private entities.
Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Analyzes aircraft operations and activities; prepares/reviews reports, recommendations, and justifications for operational enhancements.
- Assigns work duties for pilots, schedulers, and flight line personnel; coordinates pilot and aircraft schedules to ensure the most efficient use of resources.
- Assists in managing, developing and coordinating projects and research pertaining to air transportation with federal, state, county and city governments.
- Assists in providing leadership and management in the implementation, administration and enforcement of laws and regulations relating to aviation matters in Texas.
- Develops and makes recommendations on the acquisition and replacement of aircraft and equipment.
- Researches and monitors current aviation and aircraft developments to include industry guidelines/standards, applicable laws, regulations, policies and procedures.
- Coordinates the safe conduct of flight operations through pilot and copilot scheduling, maintenance coordination, flight line personnel, and pilot annual recurrent training.
