Job Summary
As a key member of the Project Execution team, the Project Engineer serves as the Owner’s Engineer and technical assurance lead for large-scale ($1 bn+ greenfield power‑generation projects in the Entergy Texas service territory. Based in the Woodlands, TX office, the role requires travel to project sites for extended periods. The engineer provides independent engineering oversight, technical governance, and quality assurance throughout all phases of project execution.
He or she leads the Owner‑side technical review and validation of EPC engineering and construction deliverables to ensure compliance with project requirements, Entergy standards, constructability expectations, operability objectives, and long‑term asset reliability goals.
- Acts as the Owner’s technical representative for major generation projects.
- Promotes safe behavior and adherence to company safety rules.
- Leads and coordinates Owner‑side multidisciplinary engineering reviews.
- Reviews and validates EPC engineering deliverables for compliance with company, regulatory, utility/power generation industry standards, code requirements, and project specifications.
- Supports technical evaluation of RFIs, field changes, design deviations, and EPC change‑order requests.
- Ensures constructability, operability, maintainability, and reliability considerations are incorporated into engineering deliverables.
- Identifies engineered safety controls and hazard removal during engineering design and coaches safe practices in the field.
- Coordinates technical alignment between engineering, construction, commissioning, operations, OEMs, and project stakeholders throughout the project lifecycle.
- Ensures documentation of engineering and construction quality is adequately captured to support audit and regulatory prudency review.
- Supports/Leads the Owner’s Project Execution team in writing official Records of Decision.
- Acts as Contract Manager for various engineering and construction contracts outside of the EPC contract, including third‑party supplemental support subcontracts.
- Manages review of engineering design to assure compliance with the contract, permits, codes, and utility standards while ensuring the design supports strategic, operational and maintenance goals of the project.
- Coordinates with the Project Manager to follow the Project Delivery System and meet requirements.
- Participates in contractor/vendor selection processes to assess engineering experience and capability.
- Ensures solo‑solicited firms providing engineering services are duly licensed in the state of the project.
- Ensures project compliance with NERC and Security Standards.
- Ensures all engineering documents are stored in the designated repository at closeout.
- Participates in or ensures representation at all equipment/material inspection activities as agreed with the contractor.
- Leads the review and signing off of System Turnover packages from construction to start‑up and from EPC to Owner.
- Supports commissioning and ensures performance, reliability and emissions testing are completed per contract.
- Additional duties may include working extra hours and responding to emergencies, outages or storms as required by the company.
- Bachelor of Science degree in Engineering; advanced degree preferred.
- 12+ years of professional experience, preferably in engineering design, construction or operation of power systems (10 years with a PE/PMP Certification or Master’s degree).
- Desired:
Fossil (gas) plant experience, preferably in combined‑cycle (CCGT) technology and/or construction.
- Excellent technical writing and verbal communication skills with strong computer proficiency in Microsoft Office 360.
- Strong interpersonal skills and leadership behaviors.
- Expert knowledge of engineering fundamentals within at least one discipline (civil, mechanical, electrical, controls, chemical, construction).
- Advanced knowledge of the practical application of engineering science and technology to power generation; ability to apply principles to design electrical power generating facilities.
