Job Summary
As a key member of the Project Management team, the Project Engineer is responsible for the management and coordination of all technical aspects of new power generation capital projects. This role ensures that engineering is aligned with corporate goals and is complete, accurate and constructible for all elements of a project's scope. The Project Engineer oversees contractor engineering performance, coordinates contractor and owner interfaces, and works directly with the Project Manager and Project Controls Specialist to ensure process alignment and compliance.
Location:
The Woodlands, TX. This onsite role may require relocation; relocation assistance is available.
- Promote safe behavior in accordance with company expectations and adherence to safety rules on the project.
- Identify engineered safety controls and hazard removal during engineering design and coach to safe practices in the field.
- Support or lead a cross‑functional team consisting of internal subject matter experts, owner’s engineers, EPC contractors, and technical consultants from contract development through permitting, engineering, construction, commissioning, and close‑out.
- Ensure documentation of engineering and construction quality is adequately captured to support audit and prudency review.
- Support or lead the owner team in writing official Records of Decision to capture prudency of major project decisions.
- Act as contract manager for various engineering and construction contracts outside of the EPC, including owner’s engineer.
- Perform or manage the review of engineering design to assure compliance with contracts, permits, codes, and utility standards while ensuring design supports the strategic, operational and maintenance goals of the project.
- Coordinate with the Project Manager following the Project Delivery System and ensuring requirements are met and delivering associated deliverables.
- Participate in contractor/vendor selection process with a goal of assessing engineering experience, competencies, and capability.
- Support or lead a technical open‑book engineering process with contractors during development of major projects and apply value‑engineering concepts to ensure projects are competitive.
- Assist contractors and vendors during design and construction to resolve technical queries and interfaces.
- Assure that all firms solicited to provide engineering services are duly licensed in the state of the project.
- Assure project compliance with NERC and Security Standards.
- Ensure all documents generated on the project are stored in designated repository at close‑out.
- Support or lead or follow the change‑management process for any potential design changes.
- Participate in equipment inspection activities as agreed with the contractor.
- Support or lead owner review and sign‑off of System Turnover packages from construction to start‑up and from EPC to owner.
- Support commissioning and ensure performance, reliability and emissions testing are completed per contract.
- Bachelor of Science degree in engineering.
- Advanced degree preferred.
- Project Engineer I : 0–3 years applicable experience, preferably in engineering design, construction or operation of power systems.
- Project Engineer II : 3+ years applicable experience, preferably in engineering design, construction or operation of power systems.
- Project Engineer III : 4+ years applicable and progressive experience, preferably in engineering design, construction or operation of power systems.
- Project Engineer Sr : 6+ years applicable and progressive experience, preferably in engineering design, construction or operation of power systems (5 years with a PE/PMP certification or master’s degree).
- Project Engineer Sr Lead : 10+ years applicable and progressive experience, preferably in engineering design, construction or operation of power systems (8 years with a PE/PMP certification or master’s degree).
- Project Engineer Sr Staff : 12+ years applicable and progressive experience, preferably in engineering design, construction or operation of power systems (10 years with a PE/PMP certification or master’s degree).
