The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The SCADA/l&C Technician 3 must schedule, procure, and communicate with other divisions, while trying to get projects finished on time and on budget, while maintaining the highest standards of the Instrumentation and Controls group of the SCADA/l&C Department. Maintains, calibrates, troubleshoots, repairs, modifies, and overhauls instrumentation and control systems associated with utility facilities. This role uses excellent technical and problem-solving skills to solve difficult or complex challenges.
This position requires leadership skills and someone that is capable of working unsupervised. This role may incorporate leading and coordinating small projects.
Duties include:
- Maintains process and instruments within the SCADA/l&C system used to indicate, measure and control variables.
- Performs calibrations and conformance tests within the SCADA/l&C system to measure and control variables associated with the SCADA/l&C systems.
- Installs and calibrates analytical equipment with the SCADA/l&C system including chlorine analyzers, sulfur dioxide analyzers, turbidity meters, dissolved oxygen probes, etc. some of which require the use of dangerous chemicals.
- Uses the Asset Management/Computerized Maintenance Management System (CMMS) to track and record work and properly document, organize, and file correspondence, reports and records related to maintenance activities within the system.
- Troubleshoots instruments and systems within the SCADA/l&C system; builds, modifies, and troubleshoots control panels and their components within the SCADA/l&C system.
- Installs new and replacement instruments within the SCADA/l&C system used to measure and control variables.
- Monitors and maintains an inventory of spare parts and inventory records, including ordering parts and equipment as needed.
- Follows safety regulations, policies, principles, and procedures. Utilizes all appropriate personal protective equipment.
- This position is classified as a safety sensitive position. The individual holding this position is subject to random, unannounced drug and alcohol testing.
- This position is classified as primary essential personnel. The individual holding this position will be required to work as usual or as needed (1) during an emergency event, (2) in preparation for an emergency event, and/or (3) during recovery from an emergency event as directed by their direct supervisor, appropriate Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

Requirements
- Associate degree in instrumentation, electronic technology, or related field preferred.
- Equivalent combination of education and experience considered.
- Up to 4 years of experience in Instrumentation & Controls, panel building, and utilities.
- Texas Journeyman Electrician License is preferred.
- Rockwell Control Logix/Compact Logix Certification preferred.
- ISA Certified Control Systems Technician Level 1 is preferred.
- Texas Driver’s License with an insurable driving record is required.
