Qualifications
- Certification as an elementary and/or secondary teacher, meeting the requirements listed in the Louisiana Standards for State certification of school personnel, Bulletin 746, Part III, IV, V, VI, VII, IX, and X.
- Minimum qualifications as stated in SDE Bulletin 746 (as revised).
- Qualifications should be established for the position, not the individual.

Planning and Preparation
- Plans and practices display a solid understanding of developmental characteristics, skills, and needs of each individual student in his/her specialty.
- Plans and practices display a solid understanding of how disabilities impact student’s attitudes, behaviors, and performance.
- Programing is coherent and well integrated with the student’s Individual Education Program.
Classroom Environment
- Models and promotes respectful and supportive interactions with each student, actively encouraging interaction among students.
- Establishes standards of conduct referenced by teacher and students; monitors behavior relative to these standards.
- Priorities are well ordered, ensuring work proceeds on time and efficiently.
- Physical space is organized to support program activities and goals.
Delivery of Services
- Responds to referrals in a timely and professional manner, making a complete assessment of each student’s needs.
- Conducts comprehensive and competent eligibility assessments.
- Programs are effectively aligned with identified needs and goals and appropriate to address student needs.
- Goes beyond assessments with a range of therapeutic strategies and techniques fully implemented.
Instruction – Engaging Students in Learning
- Intellectually engages students in the lesson.
- Allows students to choose how they complete learning tasks.
- Consistently uses a variety of modalities and materials to engage students during activities and lessons.
Instruction – Using Assessment in Instruction
- Adjusts lessons to enhance understanding for groups of students.
- Provides specific and timely feedback for at least groups of students.
- Encourages student efforts that increase involvement and persistence.
- Uses and interprets a variety of assessments to evaluate and monitor student needs.
- Applies assessment results to develop appropriate interventions and services.
