Summary
The Housing Specialist II performs his/her duties and responsibilities under the direction of the Executive Director and Housing Manager. He/she is responsible for assisting with Occupancy tasks to support the HCV & Public Housing Program. The Occupancy Specialist is responsible for compliance with THA policies, Fair Housing Laws and Reasonable Accommodations and maintaining HUD Documentation and reporting requirements. This role supports the administrative requests of the Occupancy Department.
The Occupancy Specialist exercises no supervision over other Housing Authority employees.
The Employee must exercise considerable independent judgment and initiative in interpreting unusual data, which may affect admission or occupancy. This Employee will also fill-in for the receptionist and housing manager in case of his/her absence. Employees must also exercise tact and courtesy in frequent contact with residents.
Knowledge, Skills & Abilities Requirements- Knowledge of rules and regulations governing public housing programs and the state and local laws governing affordable housing management.
- Knowledge of Fair Housing and Americans with Disability Act.
- Knowledge of standard office practices and procedures including typing, filing, assisting clients and the public, answering telephones.
- Ability to deal with staff and applicants in an effective and harmonious manner.
- Knowledge of HUD requirements and guidelines established for public housing in order to ensure that residents meet eligibility requirements.
- Ability to communicate tactfully and courteously with people of varying levels of education and socio-economic backgrounds as needed to provide assistance, obtain information and explain policies and procedures, and prepare and complete forms, letters, and notices.
- Ability to be sensitive and effectively relate to the applicants, recipients, clients, general public, and coworkers.
- Ability to maintain confidentiality.
- Ability to act independently and follow-up to complete work in a timely and accurate manner.
- Ability to correctly interpret rules and regulations concerning housing eligibility to applicants, recipients, and the general public.
- Ability to organize work effectively, and to maintain accurate and systematic records.
- Ability to perform basic business arithmetic computations including addition, subtraction, multiplication and division using decimals and percentages with speed and accuracy.
- High School Diploma and/or bachelor's degree in business administration, public administration, housing management or related field, and 1 to 3 years of experience in housing management; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- Must have general experience in public housing and/or rental assistance programs.
- Proven work experience as an Assistant housing specialist or similar role.
- Experience in HUD public housing programs.
- Exceptional communication and public speaking skills.
- Strong detail and organizational skills.
- Ability to work with diverse groups and communities.
- Excellent communication and networking skills.
- Experience calculating and processing rent payments.
- Bachelor's degree in public relations, community development, or related field.
- Fair Housing Training or ability to complete designated PH/HCV training within 6 months of employment.

- Salary: Salary is based upon candidate experience and qualifications, as well as market and business considerations.
- Pay Range: $37,440 minimum to $45,760 maximum
