Job Description

The Director of Curriculum and Instruction provides leadership for Career & Technical Education, School Improvement, Academically and Intellectually Gifted, and Multi-Tiered System of Supports and strategic direction for district instructional programs and continuous improvement initiatives. The Director ensures the implementation of high-quality curriculum, instructional practices, career and technical education programs, arts education, gifted education services, MTSS frameworks, and school improvement processes that increase student achievement and college, career, and community readiness.

The Director serves as the Local Education Agency's Career and Technical Education Director and is responsible for ensuring compliance with all federal Perkins V requirements, State Board of Education policies, and North Carolina Department of Public Instruction regulations.

The Director ensures school and district compliance and implementation of School and District Improvement plans, including compliance and completion of all Indistar processes.

Responsibilities Curriculum and Instruction Leadership
  • Lead district-wide curriculum development, implementation, monitoring, and evaluation; coordinate instructional improvement initiatives aligned to district strategic goals; facilitate professional learning opportunities for administrators, instructional coaches, and teachers; support implementation of evidence-based instructional practices; monitor student achievement data and recommend instructional improvements; coordinate district assessment and accountability initiatives; ensure instructional alignment with state and federal requirements.
Career and Technical Education Leadership
  • Serve as the LEA Career and Technical Education Director; develop and implement a comprehensive CTE program aligned with labor market demands and student interests; ensure compliance with Perkins V legislation and NCDPI CTE requirements; oversee development and submission of all required CTE plans, applications, reports, and accountability measures; manage CTE budgets, grants, equipment, and resources; coordinate Comprehensive Local Needs Assessment processes;

    support career development, work-based learning, apprenticeships, internships, and business partnerships; monitor credential attainment, concentrator performance, graduation rates, and postsecondary outcomes; supervise CTE coordinators, support personnel, and related staff; facilitate professional development for CTE educators; collaborate with community colleges, universities, workforce boards, and industry partners.
School Improvement Leadership
  • Coordinate district and school improvement planning processes, including Indistar; support schools identified through state accountability systems; facilitate root cause analysis and continuous improvement cycles; monitor implementation of school improvement plans; assist principals in data-driven decision-making and improvement planning.
AIG Program Leadership
  • Ensure compliance with North Carolina AIG Program Standards; coordinate development, implementation, and evaluation of local AIG plans; monitor identification, service delivery, and program effectiveness; support professional development related to gifted education.
MTSS Leadership
  • Lead district implementation of MTSS frameworks; coordinate academic, behavioral, and social-emotional support systems; monitor intervention effectiveness and student outcomes; facilitate district MTSS teams and problem-solving processes.
Personnel Leadership
  • Supervise assigned staff and conduct evaluations; recruit, support, and retain highly qualified personnel; foster a culture of continuous improvement and professional growth; provide coaching and support to school leaders and instructional staff.
Fiscal Management
  • Develop and manage departmental budgets; ensure responsible stewardship of federal, state, and local funds; monitor grant expenditures and compliance requirements; prepare budget recommendations and reports.
Community and Stakeholder Engagement
  • Develop partnerships with business, industry, higher education, and community organizations; present reports and recommendations to the Superintendent and Board of Education; represent the district at regional and state meetings; promote district initiatives through effective communication.
Physical Requirements
  • Ability to travel between district locations and statewide meetings; ability to perform duties associated with office and school environments; ability to communicate effectively in person, electronically, and by telephone.
Evaluation

Performance will be evaluated annually in accordance with Board policy and North Carolina educator evaluation standards.
