Position: Deputy Executive Director for Digital and Delivery (Transparency Posting).

The Governor's Office of Information Technology (OIT) seeks a Deputy Executive Director for Digital and Delivery
, an executive owner of three of OIT’s five service layers: delivering digital services to Coloradans, providing technology partnerships to agencies, and supplying tools for state employees. The role supports the Chief Information Officer and Executive Director in advancing OIT’s strategic vision, operational effectiveness, and organizational priorities.

What You’ll Do
  • Assist the CIO/Executive Director in advancing OIT’s mission and strategic priorities and provide operational oversight to ensure smooth day‑to‑day delivery, team performance, and resource allocation.
  • Own the strategic direction, operating model, and performance of OIT’s three delivery layers – service to Coloradans, service to agencies, and support for state employees – and hold them accountable to outcomes.
  • Provide executive oversight of the Colorado Digital Service, Colorado Digital Resident Services Redesign team, and my Colorado.
  • Drive adoption of shared resident services infrastructure by partnering with agencies to onboard programs and articulate the long‑term value of modular shared services.
  • Build executive‑level agency partnerships by cultivating relationships with agency senior leadership and product leaders and serve as escalation point for delivery concerns.
  • Oversee budget, grant administration, contracts, and intergovernmental agreements for assigned service layers; manage cost‑recovery structures and contribute to legislative strategy that ensures agencies pay for value delivered.
  • Translate delivery strategy and progress to stakeholders—including OIT leadership, Cabinet members, the Governor’s office, the legislature, and agency partners—and surface risks and decisions clearly.
What You’ll Bring
  • Executive leadership across multiple cross‑functional product and delivery teams, maintaining clear direction and holding the organization accountable to a shared standard of excellence.
  • Deep understanding of the product delivery model and a record of building or transforming delivery teams, moving from project thinking to product thinking and from compliance‑oriented governance to outcome‑oriented delivery.
  • Ability to maintain executive‑level trust with agency leaders in a multi‑stakeholder government environment, including the legislature and philanthropy.
  • Fluency in modern software delivery practices—user research, iterative development, continuous deployment, accessibility, and measurement—and ability to establish these as default.
  • Experience managing budgets, cost‑recovery models, and grant administration at large scale.
  • Strong communication skills to explain complex delivery trade‑offs to non‑technical audiences, including elected officials and agency executives.
  • Comfort leading through transformation and ambiguity in a fast‑paced environment.
Minimum Qualifications
  • At least ten (10) years of experience in technology delivery, innovation, organizational change, or public sector operations, including work across government, technology, and philanthropy.
  • Demonstrated experience leading or influencing cross‑functional teams to deliver products or services using iterative, user‑centered or human‑centered methods.
  • Experience working within or alongside government—federal, state, or local—familiar with policy, budget, legislative, procurement, and governance structures.
  • Track record of delivering tangible results across disciplines—product, engineering, design, policy, and operations—for real people.
Preferred Qualifications
  • Graduate degree in business, public administration, public policy, or a related field.
  • Experience in a government digital service, civic technology organization, or public sector technology leadership.
  • Experience leading organizational transformation—moving a technology organization from project‑based to product‑based delivery or redesigning governance.
  • Experience driving adoption of shared services or platforms across multiple agency stakeholders.
  • Experience with cost‑recovery, chargeback, or intergovernmental funding models in a public sector context.
