The Facility Security Officer (FSO) is Aleut Federal's single enterprise owner for the industrial security programs of separately cleared legal entities and facilities supporting Department of Defense (DoD) and Department of Energy (DOE) requirements. Based in Colorado Springs, where most assigned facility clearances are located, the FSO maintains facility-clearance eligibility, protects classified information, manages personnel security and agency reporting, and serves as the primary interface with DCSA, DOE/NNSA security organizations, government customers, and internal leadership.

Other facilities may be added and may require limited travel.

The individual is separately appointed as FSO for each applicable entity and recorded as Key Management Personnel when required. Centralized accountability does not merge the entities; appointments, CAGE codes, facility clearances, contracts, personnel relationships, records, and reporting remain entity-specific.

Essential Duties and Responsibilities Facility Clearance, FOCI, and Governance
  • Supervise and direct the security measures required by 32 CFR Part 117, DOE directives, contract security requirements, and cognizant security authority guidance for each assigned entity and facility.
  • Maintain current, entity-specific facility profiles, FCL records, KMP listings, exclusion actions, governance documents, organizational information, and supporting evidence in NISS, e-FOCI, SSIMS, and other required systems.
  • Identify, validate, and report changed conditions involving ownership, control, foreign interests, legal name, address, physical location, KMP, organizational structure, business operations, or other reportable matters within the applicable agency deadline.
  • Coordinate FCL sponsor ships, upgrades, downgrades, reciprocity actions, transfers, terminations, and classified-contract registration with DCSA, DOE/NNSA, contracting personnel, customers, Legal, Contracts, and executive leadership.
  • Maintain clear separation of records, appointments, contract authority, personnel relationships, and reporting obligations across subsidiaries, CAGE codes, facilities, and cognizant agencies.
Personnel Security and Access
  • Manage the end-to-end personnel security lifecycle, including clearance verification, relationship or ownership actions, investigation initiation, fingerprint coordination, questionnaire review, status monitoring, eligibility and access updates, indoctrination, briefings, debriefings, visit requests, and access removal.
  • Review SF-85/SF-86 and related submissions for completeness and procedural compliance without directing an applicant to omit, alter, or misrepresent information.
  • Operate and maintain authorized access to DISS, NISS, NBIS/eApp, e-FOCI, SSIMS, Sign In Compliance, Jira, and agency- or contract-specific security systems.
  • Coordinate DOE access-authorization, badging, reciprocity, reinvestigation, and termination actions with the responsible DOE/NNSA security office; distinguish DOE access authorization from DoD national security eligibility and contract/site access.
  • Partner with Recruiting, HR, project leadership, and employees to meet internal processing timelines, including Aleut's 24-hour clearance-verification response expectation, while protecting PII and security records.
Classified Contracts and Security Controls
  • Review DD Form 254s, DOE F 470.1 Contract Security Classification Specifications, DOE F 470.2 Facility Data and Approval Records, security clauses, classification guidance, and customer direction to translate requirements into operational controls.
  • Coordinate security requirements for prime contracts, subcontracts, consultants, classified visits and meetings, special and caveated access, CAC/PIV or agency credentialing actions, and contract closeout.
