Position: CDOC Boiler House Lieutenant CSTS II (Buena Vista).

About the Position

Correctional Support Trades Supervisor II (CSTS II) functions as Boiler House Lieutenant at the Buena Vista Correctional Complex, Colorado Department of Corrections. The position is responsible for ensuring safety, security, and efficient operation of the facility’s boiler house, water treatment plant, and HVAC systems while supervising staff and inmate work crews.

Responsibilities
  • Maintain safety and security of the facility and work sites through clear communication and training on controlled items, keys, tools, equipment, and chemicals.
  • Supervise assigned staff and inmate workers, including hiring, performance planning, and mentorship.
  • Provide field instruction and oversee completion of maintenance and repair tasks, ensuring compliance with agency regulations and industry standards.
  • Coordinate with other trades and shops for efficient use of resources, monitor progress and quality of work, and complete required documentation such as work orders and incident reports.
  • Maintain accurate records for boiler house, water treatment plant, HVAC systems, and inventory, including vendor quotes and budgetary controls.
  • Respond to emergencies and incidents, including chemical spills, fire, or inmate disturbances, in a timely and effective manner.
  • Participate in facility call‑back, additional hours or shifts, and rotating weekend schedules as required.
Minimum Qualifications
  • Five (5) years of employment experience in boiler operations performing preventive, predictive, and corrective maintenance.
  • Active Colorado Stationary Engineer License within four (4) years of hire, or a combination of three (3) years of boiler experience with building/equipment maintenance and/or correctional experience.
  • Formal education at an accredited trade/vocational school, college, or university that demonstrates competencies equivalent to required experience, with transcripts submitted.
Required Competencies
  • Create a cohesive team while mentoring and motivating staff.
  • Self‑motivation, diplomatic interpersonal skills, and excellent decision‑making.
  • Delegate effectively, manage time, and communicate clearly.
  • Knowledge of boiler system design, installation, and maintenance.
  • Read blueprints, plan and implement physical‑plant projects, and coordinate within a prison facility.
  • Use computerized inventory modules and e‑mail for communication.
  • Work safely with inmates under stressful or potentially violent situations.
  • Maintain physical fitness, including climbing stairs, ladders, and working in confined spaces.
  • Read and comprehend English; communicate fluently in English, verbally and in writing.
Preferred Qualifications
  • Active Colorado Stationary Engineer Certification.
  • Active Colorado Journeyman or Master Plumbing License.
  • At least one year of supervisory experience in correctional physical‑plant operations.
  • Comprehensive understanding of CDOC Performance Management Program (PMP) policy.
