WHAT WE OFFER
- General Salary Increase – 3.5% effective December 20, 2026, and 3.5% effective December 19, 2027.

The Ventura County Fire Department (VCFD) provides emergency response services throughout Ventura County, including all unincorporated areas and the remaining eight cities. The department operates 33 fire stations and 12 support facilities, organized into five battalions. The County’s headquarters is located in Thousand Oaks.
THE POSITIONUnder general supervision, this position manages project management of in‑house and outsourced projects under $200,000, overseeing all phases from concept through design and permitting to construction completion. The role involves coordinating multiple projects of varying complexity at multiple VCFD locations, providing both office‑based and field‑based work.
- Develop project scope and cost and timeline estimates; prepare project exhibits and requests for proposals (RFPs); prepare cost‑magnitude estimates.
- Assist with architect/engineer contract establishment; supervise work and invoicing; ensure deadlines; coordinate with County and City agencies on planning, submittals, and approvals.
- Work with purchasing staff to solicit quotes, establish purchase orders, and evaluate vendors.
- Oversee the public bidding process, contractor selection, and contractor and sub‑contractor communication.
- Review and approve RFIs, material submittals, change orders, and schedules; conduct site inspections; approve pay estimates; document progress and report to department heads.
IDEAL CANDIDATE – Demonstrated strong project team communication and coordination skills, proficient in contract management software, and experience managing multiple contracts simultaneously. Solid technical foundation in institutional, commercial, or industrial construction environments and familiarity with County permitting.
- Bachelor’s degree in Engineering or related field.
- Registration as a Professional Engineer (preferred).
- Five years of construction contract management experience (institutional, commercial, or industrial).
- Experience managing projects with construction values up to $200,000.
- Experience overseeing multiple contracts concurrently.
Facility Project Specialist – represented by the Ventura Employees Association (VEA); not eligible for overtime compensation.
NECESSARY SPECIAL REQUIREMENTS- Participate in after‑hours on‑call services on a rotating basis; compensated at union‑negotiated rates.
- Maintain a current valid California driver’s license.
Considerable experience in construction project management, with knowledge and skills gained by completing a Bachelor’s degree in engineering or related field and two years of project management experience for projects over $25,000.
SKILLS AND ABILITIESComprehensive knowledge of construction engineering principles and application to building projects; proficiency in mechanical, electrical, civil, structural, or architectural disciplines. Proficiency with office software for reports and documentation. Ability to prepare engineering studies, recommend solutions, manage contractors and consultants, inspect plans, estimate cost, provide customer service, and maintain professional relationships.
